Arrangements for citizens to register for Electronic Consumption Benefit Scheme for new-born babies


         In order to facilitate the registration for the Electronic Consumption Benefit Scheme for new-born babies who were given birth in Macao, parents lodging first-time application for the Macao Special Administrative Region Resident Identity Card (hereinafter called resident identity card) for their new-born babies at the Identification Services Bureau (DSI) can request help to conduct the registration. After identity cards are completed, DSI will help new-born babies to register for receiving the electronic consumption benefits by means of “consumption card”. The “consumption card” will be distributed at the time of collecting the identity card of their new-born babies.
        The registration period of the Electronic Consumption Benefit Scheme is from 7th May 2021 to 10th December 2021. The “consumption card” collection period is from 24th May 2021 to 13th December 2021. In order to ensure the collection of “consumption card” at the time of issuance of resident identity card to newborn babies within the designated period, citizens should reserve sufficient time to bring their children to go through formalities for the resident identity card at DSI. The issuance of resident identity cards on or before 13th December 2021 will be secured if the formalities are completed before 7th December 2021.

  1. Who can register for electronic consumption benefits at the Identification Services Bureau (DSI)?
  2. Ans: When parents are lodging the application for the Macao Special Administrative Region Resident Identity Card for new-born babies who were given birth in Macao at DSI during the period 7th May 2021 – 10th December 2021, they can request help to conduct the registration for consumption benefits. After identity cards are completed, DSI will help new-born babies to register for receiving electronic consumption benefits by means of “consumption card”. In order to ensure the collection of “consumption card” at the time of issuance of resident identity card to newborn babies within the designated period, citizens should reserve sufficient time to bring their children to go through formalities for the resident identity card at DSI. The registration for consumption benefits on or before 10th December 2021 and the issuance of resident identity cards and “consumption card” on or before 13th December 2021 will be secured if formalities for the resident identity card are completed before 7th December 2021.

  3. In reference to the previous question, can parents choose to receive the benefits by means of “mobile payment” when registering for the “Electronic Consumption Benefit Scheme” at the Identification Services Bureau?
  4. Ans: No, they cannot. They can only register for receiving the electronic consumption benefits by means of “consumption card”. If they want to receive the benefits by means of “mobile payment”, they can register on the website established by the Monetary Authority of Macao (AMCM) after collecting the identity card.

  5. How do new-born babies who completed formalities for identity card renewal before 7th May 2021 but have not yet collected their documents do the registration?

    Ans: New-born babies who completed formalities for identity card renewal before 7th May 2021 but have not yet collected their documents are required to collect their identity card at the Identification Services Bureau before conducting the registration on the website established by the Monetary Authority of Macao (AMCM).

  6. How do registrants know that the Identification Services Bureau (DSI) has helped them to register for receiving electronic consumption benefits by means of “consumption card”?

    Ans: When parents are lodging the application to DSI for the Macao Special Administrative Region Resident Identity Card for their new-born babies who were given birth in Macao, they can request help to conduct the registration for consumption benefits. After identity cards are completed, DSI will help new-born babies to register for receiving the electronic consumption benefits by means of “consumption card”. DSI will notify the registrants by mobile phone SMS on the date of completing the registration.

  7. If citizens request special expedited service for the resident identity card application of their new-born babies, can they collect the babies’ identity card and the “consumption card” at the same time?

    Ans: No, they cannot. For resident identity card application handled through special expedited process, the identity card will be issued at 5 p.m. on the third working day after the date of application. Since it will take 1 working day to send the information to the relevant department for registration for the “consumption card” and follow-up, the “consumption card” can only be collected on the working day following the date of issuance of the resident identity card.

  8. When is the collection period of “consumption card” at the Identification Services Bureau (DSI)?

    Ans: Persons who chose to collect the “consumption card” at DSI can receive consumption benefits at DSI’s service locations (1st floor of China Plaza in Avenida de Praia Grande, zone R on 2nd floor of the Macao Government Services Centre in Areia Preta or zone D on 3rd floor of the Macao Government Services Centre in Islands) within DSI’s office hours from 24th May 2021 to 13th December 2021. DSI opens on Monday to Friday from 9 a.m. to 6 p.m. and closes on Saturday, Sunday and public holidays.

  9. Can holders of expired Macao SAR Resident Identity Card register for consumption benefits?

    Ans: Holders of Macao SAR Permanent Resident Identity Card and holders of Macao SAR Non-permanent Resident Identity Card who are not subject to residence authorization (e.g. persons who applied for non-permanent resident identity card at DSI with one-way permit) can register on the designated website of the Monetary Authority of Macao (AMCM) no matter if they are renewing their document or if they have not yet gone through the formalities for renewing their expired document. For holders of the Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization, if they document expired, they are required to renew their identity card and collect the new document before conducting the registration on the website established by the Monetary Authority of Macao (AMCM) on their own.

  10. Can holders of the Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization register at the Identification Services Bureau (DSI) if their document will expire in the period 7th May - 10th December 2021?
  11. Ans: They can register on the designated website of the Monetary Authority of Macao (AMCM) before their document expires. If their documents expired, they are required to renew their identity card at DSI and collect the new document before registering on the relevant website.

  12. In reference to the previous question, is it still possible to receive consumption benefits if formalities for the resident identity card are completed on the last day of the registration period (i.e. 10th December 2021)?

    Ans: According to the stipulations of the relevant laws and regulations, residents can register for consumption benefits provided that they are holding a valid or renewable Macao SAR Resident Identity Card issued in accordance with Law No. 8/2002 “Regime of Macao Special Administrative Region Resident Identity Card” on the date of collecting consumption benefits. For holders of the Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization, if their document has expired and they go through the formalities for identity card on 10th December, they cannot register for receiving consumption benefits due to not holding a valid or renewable identity card.

  13. Who are holders of the Macao SAR Non-permanent Resident Identity Card that are subject to residence authorization?

    Ans: Holders of the Macao SAR Non-permanent Resident Identity Card who are subject to residence authorization mainly refer to foreigners who enter Macao for residence, for example persons who come to Macao due to the reason of family reunion, significant investment or migration of professionals, Portuguese persons and so on.

  14. What can beneficiaries do if they cannot collect the “consumption card” at the Identification Services Bureau (DSI) in person?
