Certificate of Entitlement to the Right of Abode in the Macao SAR

The certificate of entitlement to the right of abode is an effective document that confirms the status of a permanent resident of the Macao SAR.

1. Requirements

Any one of the following types of people who claim that they have the right of abode in the Macao SAR but do not possess a valid Macao Resident Identity Card or Macao SAR Resident Identity Card and do not settle in any part of the People's Republic of China (except Hong Kong SAR and Taiwan), must apply for the Certificate of Entitlement to the Right of Abode:

    1. Chinese nationals who were born in Macao, before or after the establishment of the Macao SAR, to a parent was permanent resident of Macao, or already obtained the Right of Abode in the Macao SAR; (Require documents for application )
    2. Chinese nationals who have ordinarily resided in Macao for a continuous period of not less than 7 years before or after the establishment of the Macao SAR; (Require documents for application)
    3. Persons with the Chinese nationality who were born outside Macao SAR to a parent who was a permanent resident of Macao and held Chinese nationality; (Require documents for application)
    4. Residents who were Chinese and Portuguese descent and were born in Macao, before or after the establishment of the Macao SAR, to a parent was permanent resident of Macao, or already obtained the Right of Abode in the Macao SAR; (Require documents for application)
    5. Macao residents of both Chinese and Portuguese descent who have ordinarily resided in Macao for a continuous period of not less than 7 years before or after the establishment of the Macao SAR; (Require documents for application)
    6. Persons with the Chinese nationality or have not yet chosen his nationality who were born outside Macao SAR to a parent who was a permanent resident of Macao of both Chinese and Portuguese descent. (Require documents for application)

    Persons listed in items d. e. f. should make a declaration that they have taken Macao as their only place of permanent residence once their right of abode in the Macao SAR has been confirmed.

2. How to apply

  1. The application can be submitted in person in DSI or by mail;
  2. Duly completed the application form;
  3. If the applicant is under 18 years of age, either one parent or legal guardian must sign in the application form. For interdicts or incapacitated, their curators or legal guardians should sign in the application form;
  4. For applicants over the age of 10, a clear right hand index fingerprint is required in the application form;

  • Application which does not follow the aforesaid procedure and requirement (including fingerprint), DSI will not open file for any incomplete application. For any un-open file application, DSI will keep for 6 month for re-submission of any missing required documents. After 6 months without any re-submission, the application will be disclose and all the documents will not be returned to the applicants.
  • Our bureau will keep the applicants informed of all the matters concerned with the applications by mail with the address shown on the application form.

2.1. Require Documents of Applicants of 1a.:(*1)

    1. Three recent photographs(1.5inches x 1.8 inches);
    2. A valid Identification document, or passport, with photo;
    3. Macao Birth Certificate;
    4. Proof that at the time of his birth, either one of his parents was a permanent resident of Macao, such as the recent or past Macao Identification Document (*2);
    5. Copy of parents valid Identification document, if posses;
    6. f. Parent marriage certificate, if possess (*4).

 

2.2.  Require Documents of Applicants of 1b(*1)

    1. Three recent photographs(1.5inches x 1.8 inches);
    2. A valid Identification document, or passport, with photo;
    3. Proof of ordinarily resided in Macao for a continuous period of not less than 7 years (*3)(such as past Macao Identification Document (*2), or proof of education, employment, involving of any association activities, or under medical treatment. If the school which the applicant studied before has not closed down, a proof of education with parents’ names and residential address is needed.);
    4. If applicants were born in Macao, are required to submit the Macao Birth Certificate and parents Macao Identification documents (*2), if possess.

 

2.3. Require Documents of Applicants of 1c(*1)

    1. Three recent photographs(1.5inches x 1.8 inches);
    2. A valid Identification document, or passport, with photo;
    3. Proof that at the time of his birth, either one of his parents was a permanent resident of Macao, for example: the date of first issue of his parent’s Resident Identity Card was not less than 7 years from the date of his birth;
    4. Applicants Birth Certificate; (*4)
    5. Copy of parents valid Identification document;
    6. Parents Marriage Certificate; (*4)
    7. If applicants were born in a foreign country, are required to submit their parents travel document, while they were born, plus a declaration of the residential status during that time (*5) (such as visa, green card or naturalization certificate for America or Landing paper for Canada); if the applicant fails to submit these relevant documents, the applicant should make a declaration with the reason stated on it.

 

2.4. Require Documents of Applicants of 1d(*1)

    1. Three recent photographs(1.5inches x 1.8 inches);
    2. A valid Identification document, or passport, with photo;
    3. Applicant Birth Certificate;
    4. Proof that at the time of his birth, either one of his parents was a permanent resident of Macao, such as the recent or former Macao Identification Document (*2) or Macao Birth;
    5. Copy of applicants parents Identification Document, if possess
    6. Applicants parents Marriage Certificate; (*4)
    7. Declaration of Chinese and Portuguese descent; or HongKong SAR Passport, if possess.

 

2.5. Require Documents of Applicants of 1e(*1)

    1. Three recent photographs(1.5inches x 1.8 inches);
    2. A valid Identification document, or passport, with photo;
    3. Proof of ordinarily resided in Macao for a continuous period of not less than 7 years(*3), such as past Macao Identification Document (*2), or proof of education, employment, involving of any association activities, or under medical treatment.     1. Three recent photographs(1.5inches x 1.8 inches);
    2. A valid Identification document, or passport, with photo;
    3. Proof that at the time of his birth, either one of his parents was a permanent resident of Macao, for example: the date of first issue of his parent’s Resident Identity Card was not less than 7 years from the date of his birth;

Note:

  1. Besides identification documents, all the photocopies documents must present the originals for verification. In addition, photocopies must use A4 size paper.
  2. If applicant could not be able to provide the information of the former Macau identification document and need DSI to investigate, DSI will acquire the information from the CPSP. The process time should be expected delay.
  3. Regarding the proof of ordinarily resided in Macao for a continuous period of not less than 7 years, applicant could review the FAQ part A, question 2 and part B, question2, 3, and 4.
  4.  If place of origin are Taiwan, Japan, and France, in order to confirm the applicant’s place of birth and the parents martial status information, besides submitting the birth certificate, applicants are also required to submit the valid census registration document.
  5. Applicants who were born in the foreign countries, please review the FAQ part C, question 4 to 7 and 9 to 11.

3.Examinations and Approval

The Certificate of Entitlement to the Right of Abode will take 30 business days for examination when all the require documents have been submitted.

4.The effectiveness of the Certificate of Entitlement to the Right of Abode

The Certificate of Entitlement to the Right of Abode has a date which shows when the certificate comes into effect. Only on that date or after, can the holder of the certificate exercise his right of abode in Macao SAR.

B. Holding the past Macau Identification Documents (such as ID card issued by the Macau Police Department, “BIE”, or “BIN”)

Question 1:

Applicant is a Chinese and has been living in Macau for a long time. During 70’s, applicant obtained the Macau ID card, but due to applicant getting old, he/she did not exchange, or re-new, the new Macau ID card on time. Could the applicant be able to obtain the new Macau Permanent ID card with the previous ID card?

Applicant went to school in Macau during 60’s. Afterward, applicant obtained Macau ID card. In 1980, applicant went to settle in Hong Kong. C. Children of Macau Permanent Resident who were born outside of Macau with Chinese or stateless Nationality Applicable with:

Those who accord with the stipulation of 3) and 6) of Term 1 of Article 1 of Law no.8/1999 of the Macao SAR:

  • Those who were born in Macau, while their parents were permanent residents of the Macao SAR, with Chinese or stateless Nationality, before of their birth;
  • Chinese nationals or stateless people who have ordinarily resided in Macao for a continuous period of not less than 7 years before or after the establishment of the Macao SAR.

Upon the aforesaid two categories, after they become Macau Permanent Resident, their children, who are born outside of Macau (except Mainland China) with Chinese or stateless Nationality, are Macau Permanent Resident. They can submit an application of “Certificate of Entitlement to the Right of Abode” to confirm the status of a permanent resident of the Macao SAR.
