Macao SAR Passport

A. Eligibility

Applicants who satisfy all of the following conditions are eligible for Macao SAR Passport:

If the applicant is residing in Macao, he should make the application in person in Identification Services Bureau(hereafter referred as DSI).

Attention:
1. The above expected collection date is counted from the following day after submission of all necessary documents to the Identification Services Bureau. Under special circumstances, the expected collection date would be adjusted.

2. In case of damaged, stolen or lost passport, the re-issuance time of the new passport is 60 days at maximum. Urgent application is not accepted under this circumstance except written request and reasonable proof document are submitted. The approval result will be informed within 2 working days.

E. Other enquiries

1. How to apply for Macao SAR Passport if the applicant is in other countries or regions ?

(1) Applicants being in other countries or regions can obtain application forms either from DSI by post, or through the local diplomatic and consular missions of the People's Republic of China (PRC) in foreign countries, or other Chinese Authorities in foreign countries under the entrustment of the Ministry of Foreign Affairs of the PRC. After having duly completed and signed the form (for applicants over the age of 10, a clear right hand index fingerprint is requested and a proper space for this is provided in the form), the applicant must send it back to DSI together with the following documents to Macao P. O. Box 1089:

The applicant should submit a bank draft payable to (Identification Services Bureau).

a)   Fees

  • Normal: MOP300.00
  • Urgent: An additional fee of MOP150.00 is charged

b)   Bank Charges

    An additional charge is requested since banks in Macao impose a bank commission for accepting foreign bank drafts:
  • Bank drafts in U.S. Dollars: MOP50.00
  • Bank drafts in Hong Kong Dollars: Payable in Macao: no additional charge for this kind of bank draft
    Payable in Hong Kong: MOP30.00
    Other forms of payment, such as Money order, cashier's order will NOT be accepted.

c)   Postage: an additional charge of MOP30.00 is needed for registered air-mail.

    If the applicant needs Macao SAR passport urgently, an additional charge for EMS (express mail service) is requested:
  • Europe: MOP150.00
  • North America: MOP130.00
  • Central and South America: MOP150.00
  • Africa: MOP160.00
  • Middle East: MOP120.00
  • South East Asia: MOP80.00
  • Australia and New Zealand: MOP90.00

    If in the place of residence of the applicant, there is no EMS (Express Mail Service), then the applicant may consult local express courier service companies such as DHL, Federal Express, etc. about the price of courier service and add it to the above-mentioned fees.

d)   Additional fees (if applicable)

If the previous Macao SAR Travel Document is lost, damaged, defaced or is not available, then the applicant should pay an extra charge as listed below:
First time: an additional fee of MOP 150.00;
Second time: an additional fee of MOP 300.00;
Third time: an additional fee of MOP 600.00;
Fourth time: an additional fee of MOP 1,200.00;
Fifth time or above: an additional fee of MOP 2,400.00.

2. What the applicant should do if he is under the age of 18 and either parent cannot sign in the application form ?

  1. If either parent of the applicant is single, separated with separated property, or divorced, he or she should prove his or her parental power in the application form.
  2. If either parent cannot sign the application form, the other parent should present related documents, authorization letter or equivalent documents.

3. If the applicant has the Portuguese passport, can he at the same time apply for the Macao SAR passport ?

According to the "Chinese Nationality Law" and the Explanations of some questions by the Standing Committee of the PRC National People's Congress concerning the implementation of the Nationality Law in the Macao SAR, any Macao SAR permanent residents of the Chinese nationality can apply for the Macao SAR passport and at the same time, possess the Portuguese passport as travel document.

4. Under the circumstance that the applicant is under the age of 18 and both parents need to sign on the application form but either one of them cannot be at the Identification Services Bureau in person, What could the applicant do?

If either one of the parents cannot be at the Identification Services Bureau in person, the applicant could get an application form (please mind that a correct application form is taken for the document the applicant is applying) at the Identification Services Bureau and take it home for the signature of the parent who could not come along with the applicant to the Identification Services Bureau. After that, the other parent could accompany the applicant to submit the application at the Identification Services Bureau in person.
