Macao SAR Electronic Passport

• Permanent Resident of Macao SAR with Chinese nationality.
• Holders of Macao SAR Permanent Resident Identity Card.

B. Submission and presentation of documents:

• Original Macao SAR Permanent Resident Identity Card (will be returned to the applicant after verified);
• two recent 1.5-inch color photographs with a WHITE background, which should be taken full face and without a hat;
• The former Macao SAR (Electronic ) Passport, in case of renewal;
• An official police lost-report slip - for applicants who cannot submit the former Macao SAR (Electronic ) Passport;
• Photocopies of both parents' / the legal guardian's identification documents and both parents / the legal guardian should sign the application form -  for applicants under the age of 18;
• In addition, Macao SAR Electronic Passport is issued as an individual Passport, the applicant's spouse and children should apply for their own Passports.

If being in Macau, the applicant should apply in person at the Identification Department (hereafter referred as DSI).

C. Fees

• Normal: MOP 300.00
• Urgent: an additional fee of MOP 150.00 will be charged
• If applicants cannot submit the former (electronic) travel document because it is lost, damaged, defaced or is not available, they should pay extra charges as below:


• First time: an additional fee of MOP 150.00;
  
• Second time: an additional fee of MOP 300.00;
  
• Third time: an additional fee of MOP 600.00;
  
• Fourth time: an additional fee of MOP 1,200.00;
  
• Fifth time or above: an additional fee of MOP 2,400.00.

D. Date of Collection

• Normal: 10 working days.
• Urgent: 2 working days.

Attention:
1. The above expected collection date is counted from the following day after submission of all necessary documents to DSI. Under special circumstances, the expected collection date would be adjusted.

2. In case of damaged, stolen or lost Passport, the re-issuance time of the new Passport is 60 days at maximum. Urgent application is not accepted under normal circumstances except written request and supporting documents are submitted. The approval result will be informed within 2 working days.

E. Other enquiries

1. How to apply for Macao SAR Electronic Passport if the applicant is in other countries or regions?

(1) Applicants being in other countries or regions can obtain application forms either from DSI by post, or through the local diplomatic and consular missions of the People's Republic of China (PRC) in foreign countries, or other Chineswe Authorities in foreign countries under the entrustment of the Ministry of Foreign Affairs of the PRC. After having duly completed and signed the form, the applicant must send it back to DSI together with the following documents to Macao P. O. Box 1089, for applicants over the age of 5, a clear right and left hand index fingerprints are required to be printed on the application form (see Application Form Specimen):

• Photocopy of Macao SAR Permanent Resident Identity Card, or photocopy of valid Macao Resident Identity card (BIR) before the official issuance of Macao SAR Permanent Identity Card;
• Two recent 1.5-inch color photographs with a WHITE background, which should be taken full face and without a hat;
• Any supporting documents that can prove that the applicant cannot apply in person, such as school or employer's testimonial;
• Macao SAR (Electronic) Travel Permit, if possess;
• Former Macao SAR (Electronic) Passport, in case of renewal;
• An official police lost-report slip - for applicants who cannot submit the former Macao SAR (Electronic) Passport;
• Photocopies of both parents' / the legal guardian's documents of identification and both parents / the legal guardian should sign the application form - for applicants under the age of 18.

(2) Fees (a+b+c+d)

The applicant should submit a bank draft payable to (Identification Services Bureau).

a)   Fees
• Normal: MOP300.00
• Urgent: An additional fee of MOP150.00 is charged

b)   Bank Charges

An additional charge is requested since banks in Macao impose a bank commission for accepting foreign bank drafts:

• USD Bank draft: MOP60.00
• HKD Bank draft:


Drawn in Macao: no service charge
Drawn in Hong Kong: MOP40.00

Other forms of payment like Money order, cashier's order will NOT be accepted.

c)  Postage Changes:

An additional charge of MOP 30.00 (Air Registered Mail) is needed.
If the applicant wants DSI to send the Electronic Macao SAR Passport by courier, an additional charge for EMS (express mail service) offered by Macao Post Office is requested. Please contact Macao Post Office at (853) 2857 4491 for details.
Where EMS Service is not available, the applicant can contact other express service companies, such as DHL, Federal Express, etc. for information of fees, such fee is added to the amount in the bank draft.

d)   Additional fees (if applicable)

If the applicant cannot submit the former Macao SAR (Electronic) Travel Document because it is lost, damaged, defaced or is not available, an extra charge will be imposed as below:



First time: an additional fee of MOP 150.00;
Second time: an additional fee of MOP 300.00;
Third time: an additional fee of MOP 600.00;
Fourth time: an additional fee of MOP 1,200.00;
Fifth time or above: an additional fee of MOP 2,400.00.

• If the parents of the applicant is single, separated with separated property, or divorced, the father or mother should prove his or her parental power in the application form.
• If either parent cannot sign the application form, the other parent should present related documents, authorization letter or equivalent documents.

3. If the applicant has the Portuguese Passport, can he at the same time apply for the Macao SAR Electronic Passport?

According to the "Chinese Nationality Law" and the Explanations of some questions by the Standing Committee of the PRC National People's Congress concerning the implementation of the Nationality Law in the Macao SAR, any Macao SAR permanent residents of the Chinese nationality can apply for the Macao SAR Electronic Passport and at the same time, possess the Portuguese Passport as travel document.

4. Under the circumstance that the applicant is under the age of 18 and both parents need to sign the application form but either one of them cannot be at the Identification Services Bureau (DSI) in person, What should the applicant do?

If either one of the parents cannot be at DSI in person, the applicant could get an application form at DSI and take it home for the signature of the parent who could not come along with the applicant to DSI. After that, the other parent could accompany the applicant to submit the application at DSI in person.
