Macau SAR Travel Permit

A. Eligibility

Applicants who satisfy all of the following conditions are eligible for the Macau SAR Travel Permit:

Non-Permanent Resident of Macau SAR with Chinese nationality;
Holding Macau SAR Non-Permanent Resident Identity Card (In short: BIR);
Not eligible for other travel document.

B. Submission and presentation of documents

Please submit the following documents

The original of Macau SAR Resident Identity Card or the original of valid BIR before the issuing of Macau SAR Resident Identity Card;
2 recent 1.5-inch colour photographs with a WHITE background, which should be taken full face and without a hat;
The original of Macau SAR Travel Permit, in case of renewal;
The official report-lost slip, if the applicant cannot submit Macau SAR Travel Permit.
The photocopies of both parents' or guardian's documents of identification if the applicant is under the age of 18, and both parents or the guardian should sign in the application form.
In addition, the Macau SAR Travel Permit is issued as individual travel document, the applicant's spouse and children should apply for their own Travel Permits.

If being in Macau, the applicant should apply in person in the Identification Department (hereafter referred as DSI).

C. Fees

Normal: MOP 250.00
Urgent: an additional fee of MOP 150.00 will be charged
If applicants cannot submit the previous travel document because it is lost, damaged, defaced or is not available, they should pay extra charges as below:

First time: an additional fee of MOP 150.00;
Second time: an additional fee of MOP 300.00;
Third time: an additional fee of MOP 600.00;
Fourth time: an additional fee of MOP 1,200.00;
Fifth time or above: an additional fee of MOP 2,400.00.

D. Date of Collection

Normal: 10 working days.
Urgent: 2 working days.

Attention:
1. The above expected collection date is counted from the following day after submission of all necessary documents to the Identification Services Bureau. Under special circumstances, the expected collection date would be adjusted.

2. In case of damaged, stolen or lost travel permit, the re-issuance time of the new travel permit is 60 days at maximum. Urgent application is not accepted under this circumstance except written request and reasonable proof document are submitted. The approval result will be informed within 2 working days.

E. Other Enquiries

1. How to apply for the Macau SAR Travel Permit if the applicant is in other countries or regions ?

(1) Applicants being in other countries or regions can obtain application forms either from DSI by post, or through the local diplomatic and consular missions of the People's Republic of China (PRC) in foreign countries, or other Chinese Authorities in foreign countries under the entrustment of the Ministry of Foreign Affairs of the PRC. After having duly completed and signed the form (for applicants over the age of 10, a clear right hand index fingerprint is requested and a proper space for this is provided in the form), the applicant must send it back to DSI together with the following documents to Macau P. O. Box 1089:

Photocopy of Macau SAR Resident Identity Card, or photocopy of valid BIR before the issuing of Macau SAR Resident Identity Card;
Two recent 1.5-inch colour photographs with a WHITE background, which should be taken full face and without a hat;
Any supporting documents that can proove that the applicant cannot apply in person, such as school or employer's testimonial;
Macau SAR Travel Permit, if holding;
The original of Macau SAR Passport, in case of renewal;
The official report-lost slip, if the applicant cannot submit the original of Portuguese Aliens Passport or Macau SAR Travel Permit.
Photocopies of parents' or guardian's documents of identification if the applicant is under the age of 18, and both parents or the guardian should sign the application form.

(2) Fees (a+b+c+d)

The applicant should submit a local bank draft payable to (the Macau SAR Identification Department).

a) Fees

Normal: MOP 250.00
Urgent: An additional fee of MOP 150.00 is charged

b) Bank Charges

An additional charge is requested since banks in Macau impose a bank commission for accepting foreign bank drafts:

USD bank draft: drawn in USA, MOP 50.00
HKD bank draft: 2 situations
Drawn in Macau: no service charge
Drawn in HK: MOP 30.00

Money Order and Cashier Order will NOT be accepted.

c) Postage Charges

An additional charge of MOP 30.00 (Air Registered Mail).

If the applicant wants DSI to send the Macau SAR Travel Permit by express mail, he/she needs to pay Macau EMS (Express Mail Service) charges as below:

Europe: MOP 150.00
North America: MOP 130.00
Central and South America: MOP 150.00
Africa: MOP 160.00
Middle East: MOP 120.00
South East Asia: MOP 80.00
Australia and New Zealand: MOP 90.00
Where EMS Service is not available, the applicant can contact other express service companies, such as DHL, Federal Express, ect. for information of fees, and add the fee to the amount in the bank draft.

d) Additional fees (if applicable)

If the applicant cannot submit the previous travel document because it is lost, damaged, defaced or is not available, an extra charge will be imposed as below:

First time: an additional fee of MOP 150.00;
Second time: an additional fee of MOP 300.00;
Third time: an additional fee of MOP 600.00;
Fourth time: an additional fee of MOP 1,200.00;
Fifth time or above: an additional fee of MOP 2,400.00.

2. What the applicant should do if he is under the age of 18 and either parent cannot sign in the application form ?

If the parents of the applicant are single, separated with separated property, or divorced, the father or mother should prove his/her parental power in the application form.
If either parent cannot sign the application form, the other parent should present related documents, authorization letter or equivalent documents.

3. Under the circumstance that the applicant is under the age of 18 and both parents need to sign on the application form but either one of them cannot be at the Identification Services Bureau in person, What could the applicant do?

If either one of the parents cannot be at the Identification Services Bureau in person, the applicant could get an application form (please mind that a correct application form is taken for the document the applicant is applying) at the Identification Services Bureau and take it home for the signature of the parent who could not come along with the applicant to the Identification Services Bureau. After that, the other parent could accompany the applicant to submit the application at the Identification Services Bureau in person.
