Entry Arrangements for person of the Chinese Nationality born in the
People's Republic of China to a Parent who was a Permanent Resident of
the Macao Special Administrative Region
1. Setting up a Separate Quota
According to the statistics released by the Exit-Entry Administration
Bureau of the Public Security Bureau of the People's Republic of China (PRC),
there are around 20,000 persons in the PRC who have the chinese nationality
and were borne in the PRC to a parent who at the time of his birth was already
a permanent resident of the Macao Special Administrative Region (Macao SAR).
In accordance with the laws of Macao, these people have the status of permanent
resident of the Macao SAR, but they have to comply with the normal procedures
of entry arrangements, that is, they have to apply to the Public Security
Bureau of their place of residence for fixing residence in Macao.
After discussions between the Exit-Entry Administration Bureau of the
Public Security Bureau and the Macao SAR Government, with effect from 6th May,
2000, applications are accepted for entry arrangements for people with the
chinese nationality born in the PRC to a parent who was a permanent resident
of the Macao SAR and a separate quota will be set up. According to this plan,
it will take about 4 years' time for all these people to come to Macao and
there will be about 420 persons per month.
2. Detailed Arrangement Procedure
Detailed arrangement procedure is as follow:
(1) Applications for entry arrangements are made at the Exit-Entry
Administration Bureau of the Public Security Bureau of the People's
Republic of China;
(2) Applicants must submit birth certificate, proof of census, proof of
census and identity card of one of the parents and marriage certificate
of the parents to the Exit-Entry Administration Bureau of the Public
Security Bureau of the People's Republic of China;
(3) All documents submitted by the applicant, after having been verified
by the Exit-Entry Administration Bureau of the Public Security Bureau
of the People's Republic of China at the different administrative levels
will be sent the Macao Identification Department (DSI) for further
investigation and the results will be directly given to the Public
Security Bureau of the People's Republic of China;
No applications will be accepted by the Macao SAR Government.
3. Arrangement Priority
Exit permits to Hong Kong and Macao will be issued by the Public Security
Bureau of the People's Republic of China to successful applicants whose right
of abode has been confirmed and arrangements are as follows:
(1) Priority will first be given to persons with both parents living in
Macao than those with only one parent living in Macao and persons of
a younger age will have a greater priority;
(2) If one of the parents is living in Macao and the other is living in
the People's Republic of China, priority will be given to those whose
parents are separated for a longer period of time.
