Applicants who fulfill all of the following conditions are eligible for the Macao SAR Travel Permit:
- Non-Permanent Resident of the Macao SAR with Chinese nationality;
- Holders of Macao SAR Non-Permanent Resident Identity Card;
- Not eligible for other travel documents.

|
Applicants who lodge application with self-service kiosks need to present their Electronic Identity or the original Macao SAR Resident Identity Card (BIR).
The service is applicable to persons who fulfill all of the following criteria:
- Chinese national who is holding a valid Macao SAR Non-Permanent Resident Identity Card
- The Macao Travel Permit will expire in 9 months or has expired
- The resident is aged 5 or above on the issuance date of the resident identity card
- Persons who are ineligible for other travel documents
Notes
- Application for travel document of minors must be lodged with the presence of both parents or guardian who is holding a valid Macao resident identity card.
- For the travel document photo, applicants may choose to use the photograph taken on-site at the self-service kiosk, or use the photo for identification documents in "My Photos" of the "Macau One Account" which is taken by a contracted photography studio in the past 6 months.
The self-service kiosks are not applicable to applicants under the following conditions, they are required to obtain a tag number and lodge their applications at service counters:
- Resident identity card has expired (except residents who are renewing identity card without changing personal information)
- Application lodged by a delegate
- An interdicted person or quasi-interdicted person
- Replacement due to loss (proof of loss issued by the police force is required) or damage before the travel document expires.

- “Macao One Account” mobile application
Applicants are required to download the “Macao One Account” mobile application .
This service is applicable to persons who fulfill the following criteria:
First-time application or renewal application for travel document which will expire within 9 months or has expired
Notes:
- Applicants have to log in to the “Macao One Account” to lodge the application.
- Applicants who cannot pass the facial recognition will not be able to apply for travel documents online. If applicants are twins or multiples, they can lodge the application for travel document through the “Macao One Account” provided that they have bound the Electronic Identity with their mobile phone.
- Applicants have to choose the photo for identification documents from “My Photos” of the “Macao One Account” which is taken by a contracted photography studio within the past 6 months. Please refer to the list of contracted photography studios of “My Photos” of the “Macao One Account”. (Note: In order to avoid hindrance when using the travel document, DSI will request the applicant to submit additional photo if the photo provided does not meet the specified requirements. Moreover, the receipt QR code is provided by “My Photos” contracted photography studios, DSI will not charge any fee.)
- Applicants have to agree to use the personal information stored in the Identification Services Bureau for lodging the application.
- Applicants have to take a selfie on-site which will be checked against the identification document photo.
- Applicants who are 18 years old or above are required to collect their documents at the DSI offices or service centres in person (if the former travel document is still valid, please present it for cancellation when collecting the new travel document).
- Notes to applicants under 18 years old
- The application has to be lodged by using the “Macao One Account” of the applicant’s father, mother or guardians, in which the applicant’s “Photo for identification documents” has to be uploaded.
- The service is only applicable to applicants who are at least 5 years old on the latest issuance date on the Macao Resident Identity Card. In addition, young children may not be able to pass the facial recognition if there is a significant change in their facial appearance.
- Both parents or guardians are required to conduct facial recognition;
- The new document must be collected by the applicant's parent or the guardian.
Circumstances under which online application for travel documents is not applicable:
- The Macao Resident Identity Card has expired (except for individuals who are in the process of renewing their identity card);
- Interdicted person or quasi-interdicted person;
- The application for travel document is due to loss or damage of document;
- Either parent or the guardian of the underage applicant does not hold a Macao Resident Identity Card.
Payment Method:
Online payment.
Required documents:
- The applicant's original travel document (in case of document renewal);
- A photo for identification documents has to be uploaded to "My Photos" of the "Macao One Account".
Required Documents:
- The original Macao SAR Resident Identity Card (will be returned to the applicant after verification);
- For the travel document photograph, applicants can choose to submit a 1.5-inch, color, bareheaded and full-faced photograph in plain white background which is taken at a photography studio within the last 6 months or use the photograph taken on-site at no cost (Click here for Photograph Specifications). Also, they can choose the photograph for identification documents from “My Photos” of the “Macao One Account” which is taken by a contracted photography studio within the last 6 months. For instructions on adding identification document photo to the “Macao One Account”, please refer to the promotion details of "My Photos" of the “Macao One Account” and the list of contracted photography studios. (Please refer to Remarks 1 and 2);
- The former Macao SAR Travel Permit, in case of renewal (Travel documents can only be renewed if they will expire within 9 months or have expired);
- If the former Macao SAR Travel Permit cannot be provided, applicants have to submit an official loss report issued by the competent authority (e.g. police);
- If applicants are below 18 years old, their parents or persons who execute the parental rights or the guardianship in compliance with the law must present their original identification documents (documents will be photocopied and returned after verification), and sign in the signature field on the application form. (Please refer to Remarks 3 and 4.)
Remarks 1: If the photograph submitted or the image taken does not meet the requirements after examination, this bureau will request the applicant to provide another recent photo.
Remarks 2: The receipt QR code is provided by “My Photos” contracted photography studios, DSI will not charge any fee.
Remarks 3: If either parent cannot accompany his/her child to submit the application for the travel document, such parent has to fill out the authorization form and provide a photocopy of a valid identification document which bears his/her signature.
Remarks 4: If parents of the applicant are in the state of unmarried, separation, partition of property or divorce, or either parent is unable to sign the application form due to certain reason (e.g. missing), the other parent has to prove the entitlement to exercise parental rights in order to lodge the application for his/her underage children.

- Normal application: MOP 360.00
- Urgent application: an additional fee of MOP 150.00 will be charged
- If the applicant cannot present the original travel document or the replacement is made for the reason of damage, the extra processing additional fees to be charged are as below:
- - First time: an additional fee of MOP 150.00;
- Second time: an additional fee of MOP 300.00;
- Third time: an additional fee of MOP 600.00;
- Fourth time: an additional fee of MOP 1,200.00;
- Fifth time or above: an additional fee of MOP 2,400.00.
- After the first issuance of Macao SAR travel document (2019 version), the additional fee for the replacement of travel document due to loss will be calculated from the first instance all over again.
- Applicants under the following circumstances who lack financial capability to pay the applicant fee may apply to this bureau for a fee exemption, which is subject to approval:

1. The abovementioned collection date is calculated from the day after the application and all required documents are received by DSI. DSI reserves the right to adjust the processing time under special circumstances.
2. In case of the former Macao SAR travel document is damaged, stolen or lost, the replacement of the new travel document may take 60 days at maximum. Under normal circumstances, urgent application is not accepted. If it is indeed necessary, applicants have to submit a written request and proof of justified reason to DSI for approval. DSI will inform the applicant of the result within 2 working days.
3. If the applicants choose to collect the documents in Hengqin, the documents will take additional 5 working days to be collected (i.e. estimated collection date plus 5 working days).

Applicants can lodge the application by post if they are in other countries or regions. (excluding Mainland China and Hong Kong).
(Note: This bureau will issue the travel document only after verifying the identity of the applicant)
Application procedures:
- Access the “Postal Application Service” system of DSI to obtain an application number and print out an application slip;
- Mail “Part 2” of the application slip and the “Required documents” mentioned below to DSI. (Mailing address: Macau Postal Box No. 1089/ Avenida da Praia No. 804, Edificio China Plaza, 20 andar, Macau);
- After receiving the required documents, DSI will update the application progress in the “Postal Application Service” system. Applicants should check their application status in the system from time to time.
- When the application status changes to “Please pay for the application”, applicants can pay the fee to complete their application.
Required documents:
- A duly completed application form. Applicants can download the application form from the “Postal Application Service” system of DSI or request DSI to send the application form by post or obtain the application form by a representative in Macao. (Please see Sample of a completed form);
- A photocopy of the Macao SAR non-Permanent Resident Identity Card;
- One photograph taken from photography studio within the last 6 months and meets the specific requirements: color, bareheaded and full-faced photograph in plain white background, with the size of 1.5 inches (Photograph Specifications);
- Supporting documents which prove that the applicant cannot lodge the application in person, such as proof of schooling or employment and so on;
- Proof of schooling issued within the last 3 months (e.g. transcript or proof of graduation.); or
- proof of employment issued within the last 3 months (e.g. proof of working, proof of income); or
- a medical proof issued within the last 3 months (including admission to hospital, pregnancy, etc);
- A clear set of the applicant’s ten fingerprint impression (see Fingerprint Form);
- The former Macao SAR Travel Permit, in case of renewal (Applicants can renew travel documents which will expire within 9 months or have expired);
- Loss report is required if the applicant cannot provide the former Macao SAR Travel Permit;
- If applicants are under the age of 18, both parents or the person executing parental rights or guardianship in compliance with the law has to submit a photocopy of their identification documents and sign in the signature field on the application form;
- An duly completed authorization form is required if applicants need to authorize a representative to lodge the application or collect the travel document on their behalf.
Fees: Application fee + Postage + Surcharge (if applicable)
1. Application fee
Normal application: MOP360.00;
Urgent application: an additional fee of MOP150.00.
2. Postage:
Normal (air registered mail with advice of delivery): According to the postage rate of the Macao Post and Telecommunications Bureau (the amount is subject to the destination and the weight of the documents).
Express: According to the postage rate of the express courier company (the preliminary estimated amount is based on the destination and the weight of the parcel. The express courier may charge the applicant the difference in postage according to the actual delivery situation).
Note: To avoid loss of delivery, DSI only sends the travel document by express delivery or air registered mail with advice of delivery. Travel documents will not be sent by surface mail.
3. Surcharge (if applicable)
If the applicant cannot submit the original travel document or the replacement is made for the reason of damage, the extra processing fees to be charged are as below:
- First time: MOP 150.00;
- Second time: MOP 300.00;
- Third time: MOP 600.00;
- Fourth time: MOP 1,200.00;
- Fifth time or above: MOP 2,400.00.
After the first issuance of the Macao SAR travel document (2019 version), the additional fee for the replacement of travel document due to loss will be calculated from the first instance all over again.
Means of payment:
1. Online payment:
Pay by credit card in the “Postal Application Service” system.
2. A delegate pays at DSI:
The applicant can submit an authorization letter delegating a person in Macao to pay the fee in cash or by electronic means at this Bureau.
Note:
- Overseas postal application only accepts the two means of payment mentioned above.
- In case of system failure or other special circumstances that result in the applicant paying amounts that should not be collected by the Macao Special Administrative Region Government, the applicant should contact the Identification Services Bureau (DSI) as soon as possible. DSI will refund the relevant amounts.
- After the online transaction is completed, if applicants want to cancel the application and request a refund of the application fee, they can submit a written request to DSI to facilitate the refund process.
Date of Collection:
Normal application: 10 working days.
Urgent application: 2 working days.
(The collection date is calculated from the day after the application and all required documents are received by DSI. The time of mailing is not included.)
Note:
- Under special circumstances, DSI may adjust the collection date.
