A. Certificate of Criminal Record
 
1. Eligibility
  • Macao SAR Resident or person who has formerly resided in Macao SAR; or person who are applying for residence in Macao residency, and
  • aged 16 or over.
  • * Eligible applicants can apply for the Certificate of Criminal Record by using the account and the platform of "Common Access to Public Services of the Macao SAR" and choose to receive the Certificate of Criminal Record in the form of printed certificate or electronic certificate.

2. Application Procedures and Documents:

Applicants have to provide the usage of the Certificate of Criminal Record (Please refer to the list of usages)

(a) Application made in person:

  • Please present the original Macao SAR Resident Identity Card (BIR);
  • For non-BIR holders: (i) Please present applicant’s valid travel document or the valid document for entering Macao; and (ii) Documentary proof of the connection between the applicant and Macao, such as Residence Permit, Non-resident Worker’s Identification Card or Non-resident Worker’s Card, proof of schooling or proof of application for residing in Macao (e.g. a notice of Residence Permit issued by the Public Security Police Force or a notice of submitting the Certificate of Criminal Record issued by the Macao Trade and Investment Promotion Institute and so on).

* Applicants who are holding the Non-resident Worker’s Identification Card issued on or after 14th March 2021, please enquire and print “the Authorization to Stay as Worker” with DSI integrated self-service kiosks before lodging the application.

(b) Application made by applicant's direct relative (i.e. parents or children aged 18 or over) or spouse:

Please submit the following documents:

  • Photocopy of the applicant's Macao SAR Resident Identity Card (BIR); for non-BIR holders: photocopy of applicant’s valid travel document or valid document for entering Macao and documentary proof of the connection between the applicant and Macao;
  • For non-BIR holders: an original complete set of applicant’s fingerprint impressions;
  • Original identity document of the representative of this application;
  • Documentary proof of the kinship (if the relevant data is not archived at Identification Services Bureau);
  • Documentary proof of why the applicant cannot apply in person, such as medical record.

(c) Application made by authorized person:

Please submit the following documents:

  • An original copy of declaration (If there are any amendments, defacements or deletions on the declaration, the declarant should sign beside the changes as confirmation. The signature should be identical to the signature on the declarant’s identification document). Download the declaration form (Authorization for Certificate of Criminal Record Application));
  • Photocopy of the applicant's Macao SAR Resident Identity Card (BIR); for non-BIR holders: photocopy of applicant’s valid travel document or valid document for entering Macao and documentary proof of the connection between the applicant and Macao;
  • For non-BIR holders: an original complete set of applicant’s fingerprint impressions;
  • Original identity document of the authorized person.

(d) Applicants who fulfill the following conditions can collect their Certificate of Criminal Record on the same day after lodging the application by electronic means.

  • Holding a valid Macao SAR Resident Identity Card
  • Aged 16 or above;
  • Not first-time applicants for the Certificate of Criminal Record;
  • Do not need DSI’s certificate transfer service;
  • Identity information does not need further verification.

Attention:

  1. Applicants who are eligible to collect the certificate on the same day will receive instant notification when going through the formalities.
  2. During the examination process, if a situation arises that makes DSI not able to issue the certificate on the same day, the applicant will be informed by further notice.
  3. Applicants who lodged the application through the “Common Access to Public Services of the Macao SAR” platform can check the expected collection date of their certificate by logging into their “Common Access to Public Services of the Macao SAR” account.
  4. The Electronic Certificate has an equivalent legal effect as the Printed Certificate.

  • Express Service: MOP150.00
  • Applicants who are lack of financial capability due to following conditions can apply for exemption of application fees. The relevant fees can be exempted upon approval.

Unemployment

1) Applicants have to sign the application form of fee exemption;
2) Applicants have to sign a declaration to declare their unemployment status;
3) Submit the receipts of Employment Registration issued by the Labour Affairs Bureau (DSAL) of the past 12 months to state a lack of financial capability due to long-term unemployment.

Poverty

1) Applicants have to sign the application form of fee exemption;
2) Submit a photocopy of a valid Beneficiary Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

Disability

1)  Applicants have to sign the application form of fee exemption;
2)  Submit a photocopy of a valid Disability Assessment Registration Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

Note: Additional supporting documents may be required for applicant’s financial incapability verification of DSI, if necessary.

4. Collection Date:

  • Standard Service: 5 business days
  • Express Service: 2 business days

(The collection date is counted from the following business day after this bureau has received all required documents)

 

5. Application by Post

Applicants who are outside Macao can lodge the application by post.

Application procedures:

  1. Access the “Postal Application Service” system of DSI to obtain an application number and print out an application slip;
  2. Mail “Part 2” of the application slip and the required documents to DSI. (Mailing address: Macau Postal Box No. 1089/ Avenida da Praia No. 804, Edificio China Plaza, 20 andar, Macau);
  3. After receiving the required documents, DSI will update the application progress in the “Postal Application Service” system. Applicants should check their application status in the system from time to time.
  4. When the application status changes to “Please pay for the application”, applicants can pay the fee to complete their application.

Required documents:

  1. A duly completed application form or an application letter in which applicants should state clearly their name, parents’ name, date and place of birth, usage of the certificate, contact information and type of application (normal or urgent application). In the letter, the applicant should sign and impress a right index fingerprint next to their signature;
  2. For non-Macao SAR Resident Identity Card(BIR) holders: a complete set of original fingerprint impressions captured by the local competent authority (e.g. public security police force or law enforcement authority) of the place where the applicant is residing. The fingerprint form should bear the name of the competent authority and its official stamp (the form for fingerprint impression can be downloaded in DSI’s website); Download a blank fingerprint form
  3. Proof of residence in Macao or proof of application for residing in Macao, such as identification documents issued in Macao, proof issued by a school in Macao, a notification letter in regard to Residence Authorization application issued by the Public Security Police Force, a document issued by the Macao Trade and Investment Promotion Institute to request the applicant to submit the Certificate of Criminal Record and so on;
  4. Photocopy of applicant’s Macao SAR Resident Identity Card(BIR); for non-BIR holder: authentication of applicant’s valid travel document;
  5. If the applicant does not hold a Macao SAR Resident Identity Card and needs to state his/her parents’ name on the certificate, he/she should submit a photocopy of the relevant supporting documents, such as birth certificate. Such document is not required if the applicant has submitted it to DSI before.

Fee: Application fee + Postage (This Bureau will inform the applicant of the total amount in the “Postal Application Service” system of DSI)

  1. Application fee
    Normal application: MOP50.00.
    Urgent application: MOP150.00.
  2. Postage
    The amount may vary depending on the destinations and weight of the documents.

Means of payment:

  1. Pay online:
    Pay by credit card in the “Postal Application Service” system.
  2. Pay by an authorized person:
    An applicant can authorize a person in Macao to pay the fee at DSI in person on his/her behalf by stating it clearly in the application letter.

Attention:
- Payment for overseas postal application can only be made by the above-mentioned methods.
- In case of having made a payment to the Macao Special Administrative Region Government mistakenly due to system failure or other special conditions, the person concerned should contact the Identification Services Bureau (DSI) immediately. DSI will return the relevant amount to the person concerned.
- If the applicant wants to cancel the application and have the refund of the application fee after completing the transaction online, he/she has to make a written request to DSI for the refund.

6. Term of Validity

The Criminal Record Certificate is valid for 90 days from the date of issue.

B. Certificate of Special Record for Minors
 
1. The content of Certificate of Special Record for Minors:
  • Record of educational measures imposed on the minor who is up to the age of 12 and under the age of 16. The above record will be cancelled after applicant reaches the age of 21.

2. Eligibility

  • Resident of the Macao SAR or has formerly resided in the Macao SAR;
  • Up to the age of 12 and under the age of 21;
  • If applicant is under the age of 16 , application must be made by his/her legal representative;
  • If applicant is or over the age of 16 , application could be made in person, or by his/her parents, spouse or an authorized person.

3. Application Procedures and Documents:

  • If applicant is under the age of 16 , application must be submitted by his/her legal representative (parents or guardian);
    • Photocopy of the applicant's Macao SAR Resident Identity Card; for non-BIR holders, photocopy of applicant’s valid travel document or a valid document for entering Macao; and documentary proof of the connection between the applicant and Macao, such as Residence Permit, proof of schooling or proof of application for residing in Macao (e.g. a notice of Residence Permit issued by the Public Security Police Force or a notice of submitting the Certificate of Criminal Record issued by the Macao Trade and Investment Promotion Institute and so on)
    • For non-BIR holders: an original complete set of applicant’s fingerprint impressions;
    • Original identity document of applicant's legal representative.
     
  • If applicant is or over the age of 16

C. Certificate of Residence
 

 

  • Applicable to Macao SAR Resident Identity Card (BIR) holders
  • Please submit one photocopy of applicant’s BIR and a completed application form. If the applicant is under the age of 18, one of the parents must sign on the form.

Fees:

  • MOP$30.00

Collection Date:

  • 3 working days from the following day after this bureau has received the application and all necessary documents.

Remarks:

  • Reason for application must be stated.
  • Application can be made by an authorized person by presenting the original and photocopy of the applicant's identity card if the applicant cannot apply in person.
  • Applicant should sign the applicant's form as on applicant’s Macau SAR Resident Identity Card.

D. Certificate of Personal Data
 
  • Applicable to Macao SAR Resident Identity Card (BIR) holders;
  • Applicants who are not holding the electronic Macao SAR Resident Identity Card can submit one 1.5” colour photo if necessary;
  • If applicant is under the age of 18, the application must be lodged by the parent or guardian at service counter in person.

Fees:

MOP15.00 for the first page, and MOP5.00 for each additional page.

Processing Time:

 5 working days

(The processing time is counted from the following day after this bureau receives the application and all required documents.)

Remarks:

  • Application can be made by an authorized person by presenting the original and photocopy of applicant's identity card if applicant cannot apply in person.
  • Applicant should sign the application form as on the applicant's identity card. (Forms Download- Requerimento do certificado).
  • For applicants who are holding the electronic Macao SAR Resident Identity Card, DSI will print the facial image of the applicant on the Certificate of Personal Data. Applicants do not need to submit a photograph for the application (Download – Sample of the Certificate). For applicants who are not holding the electronic Macao SAR Resident Identity Card, DSI will attach the photograph on the Certificate of Personal Data upon the request of the applicant.

Eligible applicants who lodge the application through self-service kiosks or the "Common Access to Public Services of the Macao SAR"can collect their certificate according to the following schedule:

  • Applicable to Macao SAR Resident Identity Card (BIR) holders
  • Photocopies of the Macao SAR Resident Identity Card of the applicant and the relatives are required;
  • If applicant is under the age of 18, the application must be lodged by the parent or guardian at service counter in person.

Fees:

MOP15.00 for the first page, and MOP5.00 for each additional page.

Processing Time:

 5 working days

(The processing time is counted from the following day after this bureau receives the application and all required documents.)

Application Channels:

  1. Applicants can lodge the application at DSI counters in person or by a delegate. When lodging application by a delegate, it is required to submit an application form which is signed by the applicant according to the signature on the applicant’s Macao SAR Resident Identity Card, as well as the original Macao SAR Resident Identity Card of the applicant and its photocopy. (Application form can be downloaded here)
  2. Eligible person can lodge the application with the original Macao SAR Resident Identity Card of the applicant and the person(s) concerned at self-service kiosks.
  3. When lodging the application in “Macao One Account”, it is required to upload the image of the Macao SAR Resident Identity Card of the person(s) concerned.
  4. Eligible persons who lodge the application using self-service kiosks or “Macao One Account”, they can collect the certificate according to the following schedule:

If the information about the relationship between the applicant and the applicant’s parents, children or spouse does not exist in the applicant’s Macao SAR Resident Identity Card record, they can apply for kinship verification to DSI before lodging the application for the Certificate of Kinship through self-service kiosks or “Macao One Account”. Details of the kinship verification service can be found at www.dsi.gov.mo/QAndA_e.jsp#CH7.
  2. Applicants who lodged the application through the “Common Access to Public Services of the Macao SAR” platform can check the expected collection date of their certificate by logging into their “Common Access to Public Services of the Macao SAR” account.
  3. The Electronic Certificate has an equivalent legal effect as the Printed Certificate.

G. Certificate of Documents Authentication

MOP$15.00, extra MOP$5.00 for every single authentication.
