Visit Permit for Residents of Macao SAR to Hong Kong SAR

Eligibility

Applicants who fulfill all of the following conditions are eligible for the Visit Permit for Residents of the Macao SAR to the Hong Kong SAR (hereafter referred as Visit Permit to HKSAR):

  • Macao SAR Resident (limited to Chinese or Portuguese citizen);
  • Holders of Macao SAR Permanent Resident Identity Card or Macao SAR Non-Permanent Resident Identity Card.

Submission and presentation of documents

Application made at DSI counter

Required Documents:

  • The original of Macao SAR Permanent Resident Identity Card, or Macao SAR Non-Permanent Resident Identity Card (will be returned to the applicant after verification);
  • Applicant can choose to submit a 1.5-inch, color, bareheaded and full-faced photograph in plain white background which is taken at a photography studio within the last 6 months, use the photograph taken onsite at no cost (Click here for Photograph Specifications), or use the photograph for identification documents which is taken by a contracted photography studio from “My Photo” in the “Macao One Account” for the travel document application. For details about adding identification document photo to “Macao One Account”, please refer to the promotion materials of "My Photo" of “Macao One Account” and the list of contracted photography studios. (Please read Remarks 1 and 2);
  • The former Visit Permit to HKSAR, in case of renewal (Applicants can renew travel documents which will expire in less than 9 months or have expired);
  • An official loss report issued by the competent authority (e.g. police) if applicants cannot submit the former Visit Permit to HKSAR;
  • If applicants are under the age of 18, their parents or the person who executes the parental right or guardianship in compliance with the law must present their original identification documents and sign in the signature field of the application form (The original identification documents will be returned after verification and photocopying) (Please read Remarks 3 and 4)
    1. Remarks 1: If the photo submitted is found to be unsatisfactory after examination, this bureau will inform the applicant of submitting another photo.
      Remarks 2: The receipt QR code is provided by “My Photo” contracted studios, DSI will not charge any fee.
      Remarks 3: If either parent cannot accompany his/her child to apply for the travel document, such parent has to fill out the authorization form and provide a photocopy of a valid identification document which bears his/her signature.
      Remarks 4: If parents of the applicant are in the state of unmarried, separation, partition of property or divorce, or either parent is unable to sign the application form due to certain reason (e.g. missing), the other parent has to prove his/her entitlement to exercise parental right in order to lodge the application for underage children.

    Application through the “Macao One Account” mobile application

    Applicants are required to download the “Macao One Account” mobile application.

    Notes on Online Application for Travel Documents
  • The online service is applicable to the first-time application or renewal of travel documents which will expire in less than nine months or have expired.
  • Applicants have to log in to the “Macao One Account” to lodge the application.
  • Applicants who cannot pass the facial recognition will not be allowed to apply for travel documents online. If applicants are twins or multiples, they can lodge the application for travel document through “Macao One Account” provided that they have bound the electronic identity with their mobile phone;
  • Applicants have to choose the photo for identification documents which is taken by a contracted photography studio from “My Photo” in the “Macao One Account”. You may refer to the latest list of contracted photography studios of “My Photo” of “Macao One Account”. The photo has to be taken within the last 6 months. (Note: In order to avoid hindrance when using the travel document, DSI will request the applicant to submit additional photo if the photo provided does not meet the specified requirements. Moreover, the receipt QR code is provided by “My Photo” contracted studios, DSI will not charge any fee) ;
  • Applicants have to agree to use the personal information stored in the Identification Services Bureau for lodging the application;
  • Applicants have to take a selfie which will be checked against the identification document photo;
  • Applicants aged 18 or above are required to collect their documents at the DSI Service Station in person (if the former travel document is still valid, please present it for cancellation when collecting the new travel document).
  • Notes to applicants under 18 years old
    • The application has to be lodged by using the “Macao One Account” of the applicant’s father, mother or guardians.
    • The service is only applicable to applicants who reached 5 years old or above on the latest issuance date on the Macao Resident Identity Card. In addition, if there is a significant change in the underage applicant’s appearance, he/she may not be able to pass the facial recognition.
    • Both parents or guardians are required to conduct facial recognition.
    • The document must be collected by the applicant's parent or guardian.

Circumstances under which online application for travel document is not applicable:

  1. The Macao Resident Identity Card has expired (excluding those who are in the process of renewing their identity card);
  2. Interdicted person or quasi-interdicted person;
  3. Application for travel document due to loss or damage of document;
  4. The parent or guardian of the underage applicant does not hold a Macao Resident Identity Card.

Payment Method:
Online payment.

Required documents for using the online application service:

  1. The applicant's original travel document (in case of document renewal);
  2. A photo that is qualified for identification documents has been uploaded to "My Photo" of the "Macao One Account".

Fees

  • MOP 100.00
  • Applicants who are lack of financial capability due to following conditions can apply for exemption of application fees. The relevant fees can be exempted upon approval:

Requirements

Unemployment

1) Applicants have to sign the application form of fee exemption;
2) Applicants have to sign a declaration to declare their unemployment status;
3) Submit the receipts of Employment Registration issued by the Labour Affairs Bureau (DSAL) of the past 12 months to state a lack of financial capability due to long-term unemployment.

Poverty

1) Applicants have to sign the application form of fee exemption;
2) Submit a photocopy of a valid Beneficiary Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

Disability

1) Applicants have to sign the application form of fee exemption;
2)  Submit a photocopy of a valid Disability Assessment Registration Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

Note: Additional supporting documents may be required for the verification of applicant’s financial incapability verification of DSI, if necessary.

 

Date of Collection

  • 5 working days after the date of submission of all required documents (DSI can adjust the expected collection date).

 

Postal Application

Applicants who are outside Macao can lodge the application by post.
(Attention: This bureau will issue the travel document only after successful verification of the applicant’s identity)

Application procedures:

  1. Access the “Postal Application Service” system of DSI to obtain an application number and print out an application slip;
  2. Mail “Part 2” of the application slip and the “Required documents” mentioned below to DSI. (Mailing address: Macau Postal Box No. 1089);
  3. After receiving the required documents, DSI will update the application progress in the “Postal Application Service” system. Applicants should check their application status in the system from time to time.
  4. When the application status changes to “Please pay for the application”, applicants can pay the fee to complete their application.

Required documents:

  1. A duly completed application form. Applicants can download the application form from the “Postal Application Service” system of DSI or request DSI to send the application form by post or obtain the application form by a representative in Macao. (Please see Application form filled sample);
  2. Photocopy of Macao SAR Permanent Resident Identity Card or Macao SAR Non-permanent Resident Identity Card;
  3. One photograph taken from photography studio within the last 6 months which meets the specific requirements: color, bareheaded and full-faced photograph in plain white background, with the size of 1.5 inches (Photograph Specifications);
  4. A clear set of the applicant’s ten fingerprint impression (see Fingerprint Form);
  5. The former Visit Permit to HKSAR, in case of renewal (Applicants can renew travel documents which will expire in less than 9 months or have expired);
  6. Loss report is required if the applicant cannot provide the former Visit Permit to HKSAR;
  7. If applicants are under the age of 18, both parents, the person executing parental right or guardianship by law have to submit their photocopy of identification documents and sign the application form;
  8. A duly completed authorization form is required if the applicant needs to authorize another person to lodge the application or collect the travel document on his/her behalf.

Fees: Application fee + Postage

1. Application fee
MOP100.00;

2. Postage:
Normal (surface/air registered mail with advice of delivery): According to the postage charged by the Macao Post and Telecommunications Bureau (the amount is subject to the destination and weight of the documents).
Express: According to the postage rate of the express courier company (the preliminary estimated amount is based on the destination and the weight of the parcel. The express courier may charge the applicant the difference in postage according to the actual delivery situation).
※ Attention: To avoid loss in delivery, DSI only sends the travel document by express delivery or surface/air registered mail with advice of delivery. Travel documents will not be sent by ordinary surface/air mail.

Means of payment:

1. Online payment:
Pay by credit card in the “Postal Application Service” system.

2. By an authorized person in Macao:
The applicant can submit an authorization to authorize a person in Macao to pay the fee in cash in person at this Bureau.

    Attention:
  • Payment for postal application can only be made by the above-mentioned methods.
  • In case of having made a payment to the Macao Special Administrative Region Government mistakenly due to system failure or other special conditions, the person concerned should contact the Identification Services Bureau (DSI) immediately. DSI will return the relevant amount to the person concerned.
  • If the applicant wants to cancel the application and have the refund of the application fee after completing the transaction online, he/she has to make a written request to DSI for the refund.

Date of Collection:

5 working days.
(The collection date is counted from the day after DSI has received all required documents. Delivery time is not included. DSI can adjust the expected collection date.)

 

Validity

  • The validity of the “Visit Permit to HKSAR” must not exceed 7 years and the holder has to apply for a new permit after its expiry. The holder can pay multiple visits to the Hong Kong SAR with a valid “Visit Permit to HKSAR”.

 

Period of Stay

  • 1. Macao SAR Permanent Residents possessing a "Visit Permit for Residents of Macao SAR to the HKSAR" can enter the HKSAR as visitors and stay for a maximum period of 180 days if the immigration requirements are duly fulfilled.
  • 2. Macao SAR Non-Permanent Residents possessing a "Visit Permit for Residents of Macao SAR to the HKSAR" can enter the HKSAR as visitors and stay for a maximum period of 30 days if the immigration requirements are duly fulfilled.
