Application for Macao SAR Resident Identity Card ( BIR )
 

Following are general formalities for the Macao SAR Resident Identity Card (hereinafter referred as BIR). They may vary according to the actual situation.

In order to further facilitate the formalities for identification documents or certificates for Macao residents, they can now submit applications for identification documents regardless of whether they are in Macao or Hengqin. Additionally, they can choose to collect documents at any service centre across the border between Macao and Hengqin.

A) First-Time Application:

1. For applicant who is a minor born in Macao and either parent was a Macao resident at the time of the applicant’s birth

Applicant is required to submit:

  • Original copy of birth certificate;
  • Photocopies of both parents' identification documents;

Note : Applicants who were born on or after July 1, 2024, are required to submit the above-mentioned documents if they apply for the Macao SAR Resident Identity Card at DSI on the same day that they complete their birth registration at the Civil Affairs Registry. If the applicants lodge their application at DSI after the date of their birth registration, they are exempted from submitting the original birth certificate.

2. For holders of One-way Exit Permit issued by the Public Security Authority of Mainland China

After receiving the Residence Certificate issued by the Residence and Stay Affairs Department of the Public Security Police Force, applicants can apply for the Macao SAR Resident Identity Card at the Identification Services Bureau (hereafter referred to as DSI) with the following documents:

  • "Residence Certificate" issued by the Residence and Stay Affairs Department of the Public Security Police Force*;
  • Original copy of the One-way Exit Permit;
  • Photocopy of the Notarial Birth Certificate or Birth Certificate, if any. (The original document is required for verification)

*Not applicable to persons whose Macao permanent resident identity have been confirmed. Such applicants can lodge the application for the Macao SAR Resident Identity Card to DSI directly with the notification letter issued by the Residence and Stay Affairs Department of the Public Security Police Force and the photocopy of the “Authorization to Stay” (The original slip should be provided for verification).

3. For holders of residence authorization documents

Applicant is required to submit:

  • Photocopy of a notification letter indicating your residence in Macao has been approved by the Residence and Stay Affairs Department of the Public Security Police Force or the Commerce and Investment Promotion Institute (The original document is required for verification);
  • Original copy of valid residence authorization documents issued by the Residence and Stay Affairs Department of the Public Security Police Force;
  • Photocopy of a valid passport or travel document (The original document is required for verification);
  • Photocopy of foreign residence document (only applicable to holders of the People’s Republic of China passport) (The original document is required for verification);
  • Photocopy of Hong Kong SAR Identity card, if any (The original document is required for verification);
  • Photocopy of birth certificate, if any (The original document is required for verification).

4. For holder of the Certificate of Entitlement to the Right of Abode in the Macao SAR

Applicant is required to submit:

  • Original copy of the Certificate of Entitlement to the Right of Abode in the Macao SAR;
  • Original copy of former Macao Identity Card or BICE, if any;
  • Photocopy of a valid passport or travel document, if any (The original document is required for verification);
  • Original copy of necessary documents that have not been submitted at the time of applying for the Certificate of Entitlement to the Right of Abode in the Macao SAR (e.g. birth certificate, household register or household registration transcript, valid identification documents of parents, marriage certificate, identification document of spouse, divorce certificate, death certificate of spouse, etc.)

Note: Applicants are required to submit other supplementary documents if needed.

B) Renewal:

1. Holders of Macao Permanent Identity Card which will expire within 6 months or has expired can renew their identity card in either of the following ways:

  • Self-service kiosk

Applicants who lodge application with self-service kiosks need to present their Electronic Identity or the original Macao SAR Resident Identity Card (BIR).

This service is applicable to persons who fulfill all of the following criteria:

-Holders of the Macao SAR Permanent Resident Identity Card;

-Macao Resident Identity Card will expire within 6 months or has expired;

-At least 5 years old on the issuance date of Macao Resident Identity Card.


Notes:

  • For applicants below 18 years old, their parent or guardian is required to accompany the minor to go through the formalities.
  • The applicants can choose to use the photograph taken at self-service kiosks or the photograph for identification documents in “My Photos” of the “Macao One Account” which is taken by a contracted photography studio within the past 12 months as the identity card photo.
  • Applicants below 25 years old on the issuance date of resident identity card will need height measurement on the spot.

Circumstances under which self-service kiosks application for renewal of Macao SAR Resident Identity Card is not applicable, please obtain a number tag and go through the formalities at DSI service counters.

  1. Change of personal data (except for address, telephone number and emergency contact information)
  2. Loss of resident identity card (proof of loss issued by the police authority is required);
  3. Interdicted person.

  • “Macao One Account” mobile application

Applicants need to download the ‘Macao One Account’ mobile application

This service is applicable to persons who fulfill all of the following criteria:
-The resident identity card will expire within 6 months or has expired;
-Macao permanent resident who is at least 18 years old on the issuance date of resident identity card;
-No need to change identity information (except for contact information and emergency contact information).


Notes:

  • Applicants have to log in to their “Macao One Account” ;
  • Applicants who cannot pass the facial recognition will not be able to lodge the application for renewal of Macao SAR Permanent Resident Identity Card online. If applicants are twins or multiples, they can lodge the application for renewal of permanent identity card through the “Macao One Account” provided that they have bound the Electronic Identity with their mobile phone;
  • Applicants have to choose the photograph for identification documents in "My Photos" of the "Macau One Account" which is taken by a contracted photography studio within the past 12 months. You may refer to the list of contracted photography studios of “My Photos” of “Macao One Account”. (Note: DSI will request the applicant to submit additional photograph if the photograph provided does not meet the requirements. Moreover, the receipt QR code is provided by “My Photos” contracted photography studios, DSI does not charge any fee).
  • Applicants have to proceed to DSI offices in person for photo-taking and fingerprint impression. Also, applicants who are below 25 years old on the issuance date of resident identity card needs height measurement on the spot. Applicants need to bring along their original resident identity card for cancellation when picking up the new identity card. If applicants are unable to present the original resident identity card, they should state the reason and submit a proof of loss issued by the police authority.

Circumstances under which online application for renewal of Macao SAR Resident Identity Card is not applicable:

  1. Interdicted person;
  2. Loss of resident identity card.
  • Service counter

When lodging application at service counters, applicants need to present their Electronic Identity or the original Macao SAR Resident Identity Card (BIR). Please refer toOther Information for further details.

2. Holders of the Macao Resident Identity Card under the following circumstances who are required to renew their documents should apply through service counters of the Identification Services Bureau.

(1) If the Macao SAR Non-Permanent Resident Identity Card expired

  1. Non-permanent resident identity card holders who are not subject to residence authorization (such as holders of One-way Exit Permit who come to Macao for residence) can apply for the renewal of BIR which will expire within six months or has expired.
  2. Those who are subject to residence authorization are required to submit the original copy of valid residence authorization documents issued by relevant authorities within 90 days prior to their applications.

(2) If the original BIR is lost

The applicant should report the loss to the local police force and request for a loss report. After that, the applicant can apply for replacing the identity card at DSI in person with the loss report that clearly states the holder’s name, type of document and document number. If there is an urgent need for application, please proceed to DSI for enquiries during office hours or call DSI enquiry hotline 28370777. (3) If the original BIR is damaged (not applicable to chip problem)

Macao resident identity card holders should apply for the renewal of BIR in person at DSI.

(4) If the alteration of personal data is approved

Macao resident identity card holders should renew the BIR in person at DSI upon obtaining the approval for amending personal data from DSI.

(5) Transformation from non-permanent resident to permanent resident

  • The applicant must submit a proof of having ordinarily resided in Macao for 7 consecutive years;
  • Macao resident identity card holders who are subject to residence authorization must submit a notification letter issued by the Residence and Stay Affairs Department of the Public Security Police Force or a confirmation declaration issued by the Commerce and Investment Promotion Institute (applicable to applicant who applies the residence authorization through the institute) indicating that their residence authorization have been renewed for 7 consecutive years.  Advanced professionals stipulated in Article 3(3) of Law No. 7/2023 (Talent Recruitment System) are required to submit valid documents confirming their residence authorization issued by the Talent Development Committee;
  • Persons who are of Portuguese or other foreign nationalities and who have ordinarily resided in Macao for 7 consecutive years can only apply for the Macao SAR Resident Identity Card after their declaration of domicile in Macao in accordance with Article 8 of Law Nº. 8/1999 is approved. Applicants can refer to the leaflet about the declaration of domicile in Macao for further information.

(6) For holders of permanent resident identity cards who are of foreign nationality, and the time interval between the date of application for ID card renewal and the latest issuance date of the ID card exceeds 3 years.

  • Applicants should submit a proof of having ordinarily resided in Macao from the latest issuance date of ID card until the day right before lodging the application for ID card renewal (e.g. proof of work, commercial register, proof of paying tax, proof of school attendance and so on), so as to ensure that the persons concerned do not violate the stipulations of Clause 2 of Article 2 of Law No. 8/1999.

Besides aforesaid circumstances, applicants can submit a request for replacement of identity card to the director of this bureau with other appropriate reasons. However, they can only lodge the application for identity card upon approval of the request.

 

Other Information:

  • Applicants must lodge their applications in person at this bureau’s service counters.
  • For persons under 18 years old, their parent or the person who executes the parental right or guardianship in compliance with the law are required to accompany the minor to go through the formalities at the Identification Services Bureau and confirm the application by signature or appropriate means. When lodging the application, they need to submit photocopies of both parents' identification documents and sign the application form for the minor. (The accompanying person has to provide his/her original identification document for verification.)
  • Applicant can choose to submit a 1.5-inch, color, bareheaded and full-faced photograph in plain white background which is taken at a photography studio within the last 12 months, or use the photograph taken on-site at no cost (Click here for Photograph Specifications). Also, they can choose the photograph for identification documents in “My Photos” of the “Macao One Account” which is taken by a contracted photography studio. For instructions on adding identification document photo to “Macao One Account”, please refer to the promotion details of "My Photos" of the “Macao One Account” and the list of contracted photography studios. (If the photo or image does not meet the requirements after examination, this bureau will request the applicant to submit another photo. Moreover, the receipt QR code is provided by “My Photos” contracted photography studios, DSI will not charge any fee.).
  • Applicants have to submit the original and the photocopy of birth certificate. The documents can be exempted if they already exist in DSI’s records and remain unchanged. If applicants cannot provide the birth certificate, they or their legal representative has to make a declaration.
  • If married, applicants have to submit the photocopy of their marriage certificate and a photocopy of the spouse's identification document* (The original document is required for verification); an authenticated copy of a valid household registration transcript may also be required for those applicants or their spouses who are originally from Japan, France or Taiwan Region.
  • If divorced, applicants have to submit the photocopy of their proof of divorce (The original document is required for verification).
  • If widowed, applicants have to submit their marriage certificate* and the spouse’s death certificate;
  • Applicants may be informed by this Bureau to submit supplementary documents for identity verification;
  • If above-mentioned documents are not written in Chinese, Portuguese or English, applicants are required to produce an official translation.

* For marriages registered in Macao on or before June 30, 2024, the original marriage certificate shall be submitted; for marriages registered in Macao from July 1, 2024 onwards, the original marriage certificate is exempted.

C) On-site Services

  • If applicants are not able to come to DSI in person, they or their relatives can request for “on-site service” at the Information and Appointment Counter on 1st floor of China Plaza or write to the director of this bureau with supporting reasons. “On-site service” is limited to locations within Macao. The service fee is MOP120.

D) Fees

  • First-time application & renewal of Macao SAR Resident Identity Card: MOP90.00;
  • Express Service: An additional charge of MOP 150.00.
  • Special Express Service: An additional charge of MOP 250.00.
  • If an applicant is unable to submit the original BIR no matter at the time of application or collection, additional fee will be charged as follows:
    1st time - MOP 300.00 
    2nd time - MOP 300.00
    3rd time – MOP 500.00
    4th time – MOP 1,000.00
    5th time or above - MOP 2,000.00

After the first issuance of Macao SAR Resident Identity Card (2023 version), the additional fee for the replacement of identity card due to loss will be calculated from the first instance all over again.

  • Replacement of former Macao Resident Identity Card (non-electronic version) is MOP60.00. Applicants who cannot present the original copy of their former Macao Resident Identity Card (non-electronic version) when lodging the application will have to pay a surcharge of MOP300.00.
  • Applicants under the following circumstances who lack financial capability to pay the applicant fee may apply to this bureau for a fee exemption, which is subject to approval.

Types

Required documents

Unemployment

1) Applicants have to sign the application form for fee exemption;
2) Applicants have to sign a declaration to declare their unemployment status;
3) In order to prove the lack of financial capability due to long-term unemployment, applicants have to submit receipts of Employment Registration issued by the Labour Affairs Bureau (DSAL) in the past 12 months.

Poverty

1) Applicants have to sign the application form for fee exemption;
2) Submit a photocopy of a valid Beneficiary Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

Disability

1) Applicants have to sign the application form for fee exemption;
2) Submit a photocopy of a valid Disability Assessment Registration Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

Note:  If necessary, this bureau may request applicants to provide additional supporting documents to verify their financial incapability.

E) Collection Methods and Locations

(1)  The applicant or a delegate can collect documents at service counter in person

  • Headquarter

  • Macao Services Counter at the Government Affairs Service Centre in the Guangdong-Macau In-depth Cooperation Zone in Hengqin.

Address: Building 2, 868 Gang’ao Avenue, Hengqin

Office hours: Monday to Friday (except legal holidays), 9:00am-12:00pm, 2:00pm-6:00pm.

If the applicant or the legal representative is unable to collect the identity card at this Bureau in person, please complete the authorisation form at the back of the receipt and attach a copy of the applicant's or the legal representative's identification document. (For renewal application, the original identity card should be submitted for cancellation when collecting the new identity card.)

           (2) Self-Service collection of documents:

F) Processing time

  • Normal Service: 15 working days.
  • Express Service: 10 working days.
  • Special Express Service: Within 3 working days.

Attention:

  1. The abovementioned collection date is calculated from the day after the application and all required documents are received by DSI. DSI reserves the right to adjust the processing time under special circumstances.
  2. If the applicants choose to collect the documents in Hengqin, the documents will take additional 5 working days to be collected (i.e. estimated collection date plus 5 working days).

G) Personal Data Alteration

1. Change of marital status (The applicant or a delegate can submit the application to DSI in person)

If the marital status is changed to married:

  1. Marriage registered at the Civil Affairs Registry
    From July 1, 2024 onwards, while applying for marriage registration at the Civil Affairs Registry, applicants can agree to apply for changing the marital status to DSI on the same date of marriage, and update the marital status information stored in the chip of identity card with the assistance of the Civil Affairs Registry. Thus, the applicants no longer have to go through the formalities at DSI.
  2. Marriage ceremony officiated by a private notary or priest
    From July 1, 2024 onwards, holders of the Macao SAR Resident Identity Card, whose wedding is officiated by a private notary or priest, can agree to apply for changing marital status to DSI on the same date of marriage. In a week after the wedding ceremony, applicants can use the multi-functional self-service kiosks to update the marital status information stored in the chip of their identity card.
  3. Except for the above-mentioned circumstances, applicants have to go through the application formalities at service counters:
  • Duly complete the “Requerimento de Alteração de Identificação” (it can be downloaded from the website of DSI);
  • Applicant is required to produce the original Macao SAR Resident Identity Card;
  • A photocopy of the marriage certificate shall be submitted (The original document is required for verification) ;
  • A photocopy of the spouse’s identity card shall be submitted (If there is only a Chinese name registered on the spouse’s identity card, a Romanized Cantonese transliteration will be registered according to law.);
  • A certified copy of a valid household registration transcript shall also be submitted for those applicants or their spouses who are originally from Japan or France;
  • A certified copy of a valid household registration transcript shall be submitted for those applicants or their spouses who are originally from Taiwan and fail to submit the marriage certificate issued by the Department of Household Registration.

If the marital status is changed to divorced, the application must be lodged at the counter with the following documents:

  • Duly complete the “Requerimento de Alteração de Identificação” (it can be downloaded from the website of DSI);
  • The applicant is required to produce the original Macao SAR Resident Identity Card;
  • A photocopy of the proof of divorce shall be submitted (The original document is required for verification);
  • If the marriage information is not recorded in DSI, the relevant marriage certificate shall also be submitted. (For marriages registered in Macao on or before June 30, 2024, the original marriage certificate shall be submitted; for marriages registered in Macao on or after July 1, 2024, the original marriage certificate is exempted.)

If the marital status is changed to widowed,the application must be lodged at the counter with the following documents:

  • Duly complete the “Requerimento de Alteração de Identificação” (it can be downloaded from the website of DSI);
  • The Applicant is required to produce the original Macao SAR Resident Identity Card;
  • A photocopy of the spouse’s death certificate shall be submitted (The original document is required for verification);
    • If the spouse passed away in Macao, the applicant has to present the narrative certificate of death registration issued by the Civil Affairs Registry;
    • If the spouse passed away in the Mainland, the applicant has to present the notarized death certificate/medical proof of death/proof of death with an official stamp issued by the Public Security Bureau or police station in the Mainland;
    • If the spouse passed away overseas, the applicant has to present the death certificate issued by official authorities;
  • If the marriage information is not archived in DSI, the relevant marriage certificate shall also be submitted. (For marriages registered in Macao on or before June 30, 2024, the original marriage certificate shall be submitted; for marriages registered in Macao on or after July 1, 2024, the original marriage certificate is exempted.)

Reminders:

  1. Documents written in languages other than Chinese, Portuguese or English shall be accompanied by official translations.
  2. Individuals who have applied for changing their marital status at service counters with complete documents can update the chip data of their Macao SAR Resident Identity Card immediately and receive their identity card back  right away. If their documents need further examination, their identity card will be temporarily kept at DSI until examination is finished, after that the identity card can be given back to the applicant. Please refer to the timetable below for the corresponding collection time of the identity card:

2. If there is any change in personal data (such as names, date of birth, parents’ names, place of birth, etc.)

A.       For  applicants born in Macao:

Applicants should amend the personal data on their birth certificate at the Civil Affairs Registry prior to renewing their BIR. Upon approval, applicants can then lodge the application for replacing their BIR at DSI with the updated birth certificate.


B.       For  applicants born outside Macao:

a. For applicants who do not obtain the residence authorization document issued by the Residence and Stay Affairs Department of the Public Security Police Force:

Applicants should request for amending their personal data at DSI by completing the “Alteration of Personal Data Application Form” prior to renewing their BIR. Supporting documents such as birth certificate, notary certificate, Household Register in Mainland China, the original copy of the Resident Population Registration Card issued by the Public Security Authority in China where the applicants’ household registration record is kept or its photocopy affixed with an official stamp of the Public Security Authority, photocopy of the identification document of siblings and so on should be enclosed with the application.


b.     For holder of residence authorization documents:

Applicants should amend the personal data on the residence authorization document at the Residence and Stay Affairs Department of the Public Security Police Force prior to renewing their BIR. After obtaining the updated residence authorization document, applicants can then request for amending the personal data at DSI by completing the “Alteration of Personal Data Application Form”. The application should be lodged with relevant supporting documents. However, amendments in the name sequence is not subject to this requirement.

Notes:

  1. Applicants should apply for the renewal of BIR in person at DSI upon obtaining the approval for the aforesaid request for amending the personal data.
  2. If applicants are under the age of 18, they are required to submit the photocopies of both parents’ identification documents and accompanied by a parent who will sign the application form for the minor when lodging the application.

H) Death Declaration

1. Deceased in Macao
If Macao SAR Resident Identity Card holders passed away in Macao, there is no need for the deceased’s relatives to declare the death of the deceased to DSI. Nevertheless, they must return the original Resident Identity Card of the deceased to DSI.

2. Deceased in the Mainland
Documents to submit: the original copy of the Macao SAR Resident Identity Card of the deceased (if any) and the notarized death certificate/ medical proof of death/ proof of death with an official stamp issued by the Public Security Bureau or police station in the Mainland. In addition, if the death certificate is not written in Chinese, Portuguese or English, applicants are required to produce an official translation.

3. Deceased overseas
Documents to submit: the original copy of the Macao SAR Resident Identity Card of the deceased (if any) and death certificate issued by official authorities.

Note:
(1) The declarant has to submit the original and the photocopy or the authenticated copy of the death certificate. If the declarant submits a photocopy of the death certificate (The original document is required for verification). In addition, if the death certificate is not written in Chinese, Portuguese or English, applicants are required to produce an official translation.
(2) If Macao SAR Resident Identity Card holders passed away outside Macao, the deceased’s relatives who knew such fact are required to declare the death of the deceased to DSI in person or by mail (mailing address: Macao Postal Box No.1089).

I) Verification of Kinship

If the information about the relationship between the applicant and his/her parent, children or spouse (hereinafter called the person concerned) does not exist in the identity card record of the applicant, the applicant should lodge the application for kinship verification to confirm the relationship with his/her parents, children or spouse to this bureau in advance of going through certain formalities (e.g. transfer of health care vouchers, proof of life).

Macao SAR Resident Identity Card holders who are 18 years old or above can go through the formalities using the following methods:

  1. Log in to the “Macao One Account” through the mobile application, and input the identity card number of the person concerned when lodging the application.
  2. Use the integrated self-service kiosks to lodge the application. Applicants have to use their Electronic Identity or original Macao SAR Resident Identity Card and input the identity card number of the person concerned.
  3. Go through the formalities at DSI service counters located at the China Plaza (1st floor), the Macao Government Services Centre at Areia Preta or the Macao Government Services Centre in Islands. The applicant's Electronic Identity or the original Macao SAR Resident Identity Card are needed at the time of application. The applicant should also fill in the “Application for Kinship Verification” and provide the Macao SAR Resident Identity Card number of the person concerned. If the application is submitted by a delegate, it is necessary to submit the “Application for Kinship Verification” which is duly filled out by the applicant and copies of the Resident Identity Card of the applicant and the person concerned.

For Macao residents who are under 18 years old:
The application has to be lodged by the parent or legal representative on behalf of the applicant to the service counter at above-mentioned DSI offices. When lodging the application, it is necessary to present the identity card of the minor and the parent or legal representative, fill out the “Application for Kinship Verification” and provide the Macao SAR Resident Identity Card number of the person concerned. If the application is submitted by a delegate, it is necessary to submit the “Application for Kinship Verification” which is duly filled out by the minor’s parent or legal representative and copies of the identity card of the minor , the parent or legal representative and the person concerned.
Attention: DSI may request applicants to submit additional proof if needed.
