All enquiries concerning the nationality application can be made at the Information Counter on the 1st floor of the Identification Services Bureau (hereafter referred to as DSI).

In order to further facilitate the formalities for identification documents or certificates for Macao residents, they can now submit applications for identification documents regardless of whether they are in Macao or Hengqin. Additionally, they can choose to collect documents at any service centre across the border between Macao and Hengqin.


 
A. Application for Naturalization
 
1. Eligibility

Foreign nationals or stateless persons who are permanent residents of the Macao SAR

2. Formalities

  • Duly completed the application form.
  • If the applicant is residing in the Macao SAR, he/she can make the application in person; if the applicant is living abroad, the application can be made by post;
  • The application may also include the applicant’s spouse and minor children. The application of a minor must bear the signatures of both parents. Before applying for naturalization to become a Chinese national, the applicant has to check whether he/she is allowed to withdraw from his/her original nationality, especially for minor's individual application.

3. Required documents

The applicant must submit the following documents:

a. Original copy of the Macao SAR Permanent Resident Identity Card (the document will be photocopied and returned to the applicant after verification).

b. Birth certificate;

c. Proof of marital status of the applicant (except for a bachelor or a spinster).

d. Proof that the applicant has a near relative that is a Chinese national (for example, proof of family relationship, a photocopy of the near relative's identity card).

e. Proof of nationality (except for stateless persons).

f. Certificate of criminal record (For instance, a valid “Certificate of Criminal Record” issued by the Macao SAR Government. In addition, if the applicant had lived in other countries or territories for 6 months or longer before settling in Macao, and he/she attained the age of 16 when living in such countries or territories, he/she should provide a certificate of criminal record within 90 days from its issuance date issued by the corresponding government.);

g. Proof of ordinary residence of the applicant, i.e. proof of property purchase (e.g. property tax, property deeds or Property Registration Report issued by the Real Estate Registry or proof of mortgage and monthly mortgage payment slip etc) or proof of tenancy (the latest tenancy agreement). If the applicant is 18 years old or above and he/she is neither the landlord nor the tenant, the person who provides accommodation to the applicant is required to submit a declaration and a copy of identification documents.

h. Proof of income of the applicant, his/her spouse or parents (if the applicant is a minor). For instance, proof of employment or other financial sources.

i. Proof of education (applicable to minor only).

 

Notes:

  • Documents mentioned in numbers b) and c) can be exempted if their photocopies have already been archived at the Identification Services Bureau (DSI).
  • Documents mentioned in number d) is only required in case the applicant claims that he/she is a near relative of Chinese nationals.

If the application is approved, except for stateless persons, applicants are required to submit the proof of renunciation of all of their foreign nationalities within 6 months from the day of receiving the notification of approval. Otherwise, the approval granted will become invalid..

4. Fees

  • There is a fee of MOP1,000.00. If the application includes the applicant’s spouse and children, the fee for each addional family member is MOP500.00.
  • Issuance of the certificate of nationality: MOP150.00.
  • All payments made for the application are non-refundable.

B. Application for Renunciation of Chinese Nationality
 
1. Eligibility
  • Macao SAR residents with Chinese nationality
  • Having a near relatives of foreign nationality, or having settled dwon abroad, or having other justified or legitimate reasons to renounce Chinese nationality

2. Formalities

  • Duly complete the application form.
  • If the applicant is residing in the Macao SAR, he/she can make the application in person; if the applicant is living abroad, the application can be made by post.
  • The application may also include the applicant’s spouse and minor children and the application of a minor child must have the signatures of both parents.

3. Required documents

The applicant must submit the following documents:

a. Original copy of the Macao SAR Permanent Resident Identity Card / Macao SAR Non-Permanent Resident Identity Card (the document will be photocopied and returned to the applicant after verification).

b. Birth certificate;

c. Proof of marital status of the applicant (except for a bachelor or a spinster).

d. Proof that the applicant has Chinese nationality.

e. Proof that the applicant has other nationality or proof that the applicant is required to renounce his/her Chinese nationality.

4. Fees

  • There is a fee of MOP400.00. If the application includes the applicant’s spouse and children, the fee for each addional family member is MOP200.00.
  • Issuance of the certificate of nationality: MOP150.00.
  • All payments made for the application are non-refundable.

C. Application for Restoration of Chinese Nationality
 
1. Eligibility
  • Macao SAR residents
  • Foreign nationals who once held Chinese nationality

2. Formalities

  • Duly complete the application form.
  • If the applicant is residing in the Macao SAR, he/she can make the application in person; if the applicant is living abroad, the application can be made by post.
  • The application may also include the applicant’s spouse and minor children and the application of a minor must have the signatures of both parents.

3. Required documents

The applicant must submit the following documents:

a. Original copy of the Macao SAR Permanent Resident Identity Card / Macao SAR Non-Permanent Resident Identity Card (the document will be photocopied and returned to the applicant after verification).

b. Birth certificate;

c. Proof of marital status of the applicant (except for a bachelor or a spinster).

d. Proof that the applicant once renounced his/her Chinese nationality;

e. Certificate of criminal record issued by the Macao SAR Government within 90 days from the date of its issuance.

f. Proof of the applicant’s current nationality.

g. Proof of ordinary residence of the applicant, i.e. proof of property purchase (e.g. property tax, property deeds or Property Registration Report issued by the Real Estate Registry or proof of mortgage and monthly mortgage payment slip etc) or proof of tenancy (the latest tenancy agreement). D. Application for Selection of Nationality
 
1. Eligibility
  • Macao SAR Residents of both Chinese and Portuguese descent.

2. Formalities

  • Duly complete the application form.
  • If the applicant is residing in the Macao SAR, he/she can make the application in person; if the applicant is living abroad, the application can be made by post;
  • The application may also include the applicant's spouse and minor children and the application of a minor must bear the signatures of both parents.

3. Required documents

The applicant must submit the following documents:

a. Original copy of the Macao SAR Permanent Resident Identity Card / Macao SAR Non-Permanent Resident Identity Card (the document will be photocopied and returned to the applicant after verification).

b. Birth certificate.

c. Proof of marital status of the applicant (except for a bachelor or a spinster).

d. Proof of dual descent of the applicant.

Notes :

  • Documents mentioned in b), c) and d) can be exempted if their photocopies have already been archived at the Identification Services Bureau (DSI)

4. Fees

  • There is a fee of MOP200.00. If the application includes the applicant’s spouse and children, the fee for each addional family member is MOP100.00.
  • Certificate of nationality: MOP150.00.
  • All payments made for the application are non-refundable.

After the applicant has chosen Chinese nationality, he/she may retain his/her Portuguese passport as a travel document.

E. Application for Change of Nationality
 
1. Eligibility
  • Original Macao residents of Chinese nationality who have returned to Macao before or after the establishment of the Macao SAR.
  • If the above-mentioned original Macao residents of Chinese nationality also possess other foreign nationality, they can request to change their nationality into other foreign nationality. However, they will no longer possess Chinese nationality at the time they make such change.

2. Formalities

  • Duly complete the application form.
  • If the applicant is residing in the Macao SAR, he/she can make the application in person; if the applicant is living abroad, the application can be made by post.
  • The application may also include the applicant’s spouse and minor children and the application of a minor must bear the signatures of both parents.

3. Required documents

The applicant must submit the following documents:

a. Original copy of the Macao SAR Permanent Resident Identity Card / Macao SAR Non-Permanent Resident Identity Card the document will be photocopied and returned to the applicant after verification).

b. Birth certificate.

c. Proof of marital status of the applicant (except for a bachelor or a spinster).

d. Proof that the applicant has other foreign nationality.

4. Fees

  • There is a fee of MOP200.00. If the application includes spouse and children, then each family member must pay MOP100.00.
  • Certificate of nationality: MOP150.00.
  • All payments made for the application are non-refundable.

F. Application by Post
 
  • Applicants in other countries or regions can obtain the application forms from DSI by post. After having duly completed and signed the forms, applicants have to send them back to DSI together with required documents and fees to Macau P. O. Box 1089.
  • Fees (a+b+c= total fee)

    Applicants should submit a bank draft payable to “Direcção dos Serviços de Identificação” or “Direccao dos Servicos de Identificacao”.

    a)  Application Fees
Application for Naturalization There is a fee of MOP1,000.00. If the application includes the applicant’s spouse and children, the fee for each addional family member is MOP500.00. (All payments made for the application are non-refundable.)
Issuance of the certificate of nationality: MOP150.00
Application for Renunciation of Chinese Nationality There is a fee of MOP400.00. If the application includes the applicant’s spouse and children, the fee for each additional family member is MOP200.00. (All payments made for the application are non-refundable.)
Issuance of the certificate of nationality: MOP150.00.
Application for Restoration of Chinese Nationality There is a fee of MOP800.00. If the application includes the applicant’s spouse and children, the fee for each additional family member is MOP400.00. (All payments made for the application are non-refundable.)
Issuance of the certificate of nationality: MOP150.00.
Application for Selection of Nationality There is a fee of MOP200.00. If the application includes the applicant’s spouse and children, the fee for each additional family member is MOP100.00. (All payments made for the application are non-refundable.)
Issuance of the certificate of nationality: MOP150.00.
Application for Change of Nationality There is a fee of MOP200.00. If the application includes the applicant’s spouse and children, the fee for each additional family member is MOP100.00. (All payments made for the application are non-refundable.)
Issuance of the certificate of nationality: MOP150.00.
    b) Bank Charges

    Bank drafts are divided into the following two categories depending on whether the bank in the applicant’s country has connection with the banks in Hong Kong or Macao:

  • Bank drafts in U.S. Dollars: Since it is cashed in America, Macao banks will impose a bank commission of MOP200.00
  • Bank drafts in Hong Kong Dollars are divided into two types:

    Payable in Macao: Macao banks will have no additional charge for this kind of bank draft

    Payable in Hong Kong: Macao banks will impose a bank commission of MOP40.00

    Other forms of payment, such as Money order, cashier's order will NOT be accepted.

    c) Postage: an additional charge of MOP40.00 is needed for a registered air-mail.

    If applicants need the Certificate of Nationality urgently, an additional charge for EMS (express mail service) is to be charged. For further details, please contact Macao Post Office at (853) 28574491.

If there is no EMS (Express Mail Service) in the place of residence of the applicant, the applicant may consult local express courier service companies such as DHL, Federal Express, etc. about the price of courier service and add it to the above-mentioned fees.

G. Collection Methods and Locations
 
(1) The applicant or a delegate can collect documents at service counter in person
  • Headquarter
    Address: Avenida da Praia Grande, n.º 804, Edificio “China Plaza”, 1º andar, Macau

  • Macao Government Services Centre
    Address: Zona R do 2º andar do Centro de Serviços da RAEM - Rua Nova da Areia Preta, n.º 52, Macau

  • Macao Government Services Centre in Islands
    Address: Zona D do 3º andar do Centro de Serviços da RAEM das Ilhas - Rua de Coimbra, n.º 225, Taipa

  • Macao Services Counter at the Government Affairs Service Centre in the Guangdong-Macau In-depth Cooperation Zone in Hengqin.
    Address: Building 2, 868 Gang’ao Avenue, Hengqin
    Office hours: Monday to Friday (except legal holidays), 9:00am-12:00pm, 2:00pm-6:00pm.

  • To delegate a representative to collect the document, the applicant has to fill out the authorization form at the back of the receipt or submit a written authorization, and sign according to the Macao SAR Resident Identity Card signature. If the certificate is for an applicant under the age of 18, the authorization form should be signed by either of the applicant's parents or the legal representative. The delegate should produce a valid identification document when collecting the certificate on behalf of the applicant.

    (2) Collect at the Government Smart Locker - "Smart Collect"
    Identification-related certificates can be collected through the Smart Locker - "Smart Collect". If the applicant chooses to collect his/her documents at the "Smart Collect" at the Government 24-hour Self-service Centre, he/she should collect the documents within 3 days upon the receipt of the collection notice from the "Macao One Account", otherwise the documents will be sent back to the Identification Services Bureau's Collection Counter on 1/F of China Plaza for collection during office hours. If the applicant chooses to collect the documents in Hengqin, it will take 5 more working days in addition to the expected collection date.
