The Identification Services Bureau launches a new electronic identity verification method – Electronic Identity

 

To comply with the development of electronic governance in the Macao Special Administrative Region, the Identification Services Bureau (DSI) will launch a new electronic identity verification method tomorrow (30 June 2023) – Electronic Identity, expanding the scope of application of the electronic identity card. It provides convenience to residents by which they can access services provided by public departments and private institutions without presenting the physical Resident Identity Card, integrating into a new model of intelligent services.

 

The press conference of Electronic Identity will take place at the Pavilion of China-Portuguese speaking Countries Commercial and Trade Service Platform today (29 June 2023). Officiating guests at the launching ceremony include Chao Wai Ieng, Director of the Identification Services Bureau; Ng Wai Han, Subdirector of the Public Administration and Civil Service Bureau; Ng Sou Peng, Subdirector of the Public Security Police Force; Chan Weng Wa, Subdirector of the Health Bureau; Ngou Kuok Lim, Head of Department of System Information of the Public Security Forces Affairs Bureau of Macao. Other honorable guests include representatives of China Travel Service (Macau) Limited, Bank of China, Banco Nacional Ultramarino S.A., Industrial and Commercial Bank of China (Macau) Limited, Luso International Banking Limited and Companhia de Telecomunicações de Macau.

 

Mr. Chao Wai Ieng, Director of DSI, delivers his speech at the conference. He states that the Electronic Identity proves the importance of development process of the electronic identification of Macao residents. It further enlarges the application scopes and service sectors of the electronic identity card which helps promoting the implementation of smart governance to people’s livelihood. Thus, it facilitates both the construction and development of smart cities. In addition, Ms. Ng Wai Han, Subdirector of the Public Administration and Civil Service Bureau, introduces the new electronic identity in the Macao One Account from different perspectives including the overview of electronic governance and the implementation of data connectivity; she also indicates the preparation and coordination of relevant departments in the development process, the estimated positive impacts to residents, government departments and private institutions. Mr. Chou Wai Kin, Head of Department of Research & Development and Archive Management of DSI, also conducts both the demonstration of binding the Electronic Identity in the Macao One Account and operation demonstration for multiple application scenarios.

 

The “Electronic Identity” is applicable to all public departments

All Macao residents can access the Electronic Identity. Macao SAR Resident Identity cardholders are eligible to bind their electronic identities. Residents can use the Electronic Identity when accessing services at public departments. If the residents are required to provide personal information to complete a service, the staff may obtain relevant information through the system after the Electronic Identity QR code has been scanned and verified. Residents are not required to submit the copy of the identity card.

 

Applicable to services provided by private institutions

This Electronic Identity can be used for making online appointments for the Mainland Travel Permits for Hong Kong and Macao Residents, financial services (such as online account opening, password reset, loan and debit card applications, etc.) and telecommunications services (such as online application for mobile phone services and internet services). It reduces the need for users to fill in forms and for staffs to input personal information of the identity card, making the process more convenient and efficient.

 

Electronic identity can be used for immigration clearance starting from tomorrow

Starting from tomorrow, residents can use the Electronic Identity at all manual channels, lanes and conventional self-service clearance channels for immigration clearance. Residents just simply open the My Border Crossing QR code in the Macao One Account and can cross the border after identity verification.

 

Expanding the application scope gradually

DSI will continuously promote the application scenarios of the Electronic Identity.  Starting from 1 August, residents can use healthcare vouchers at medical clinics with the Electronic Identity. It will also extend to the enrollment of the Continuing Education Development Program courses and attendance registration in September.

 

Entities authorized to verify electronic identity must undergo a pre-examining process and all data will be encrypted throughout the entire process

All public departments and private institutions authorized to verify electronic identity must undergo a pre-examining process by DSI for ensuring the legitimacy and necessity of verifying electronic identity and the data that will be accessed. The type of data that can be accessed will be determined, and only the technical methods provided or approved by DSI can be used for verification. The verification process is encrypted to ensure the security of personal data transmission.

 

The new version of Macao One Account mobile application with the added function of Electronic Identity will be launched on 30 June 2023 at midnight. Residents are welcomed to download and update.
