Certificate of Criminal Record


In order to further facilitate the formalities for identification documents or certificates for Macao residents, they can now submit applications for identification documents regardless of whether they are in Macao or Hengqin. Additionally, they can choose to collect documents at any service centre across the border between Macao and Hengqin.

1. Eligibility

  • A Macao SAR resident, a person who has previously formerly resided in the Macao SAR or a person who is applying for residence in Macao.
  • At least 16 years old.
  • * Eligible individuals can log in to their Macao One Account and submit the application for the Certificate of Criminal Record on the platform. Also, they can choose to receive the certificate in the form of printed certificate or electronic certificate.

2. Application Methods and Required Documents:

  • Self-service kiosks
    Applicants who lodge application with self-service kiosks need to present their Electronic Identity or their Macao SAR Resident Identity Card (BIR).

    This service is applicable to persons who fulfill all of the following criteria:
  • Holders of the Macao SAR Permanent Resident Identity Card or the Macao SAR Non-Permanent Resident Identity Card.
  • At least 16 years old.
  • Circumstances under which self-service application for Certificate of Criminal Record is not applicable, applicants have to obtain a number tag and go through the formalities at DSI service counters.
    (1) The resident identity card has expired (except during renewal process).
    (2) Applicants who are in the process of renewing their resident identity cards.
    (3) The application is submitted by a delegate.

  • “Macao One Account”
    Applicants need to download the “Macao One Account” mobile application.

    Applicants have to provide the usage of the Certificate of Criminal Record (Please refer to the list of usages)

    *Notes for Macao residents applying for the Certificate of Criminal Record for teacher qualification recognition in mainland China

  • (a) Application lodged by the applicant:

      Required documents:

    • Original Macao SAR Resident Identity Card (BIR).
    • An applicant without a Macao SAR Resident Identity Card is required to submit:
      i. Applicant’s valid travel document or the valid document that the applicant used for entry into Macao;
      ii. Documentary proof of the connection between the applicant and Macao, such as Residence Permit, Non-resident Worker’s Identification Card or Non-resident Worker’s Card, proof of schooling or proof of application for residence in Macao (e.g. notice of application for residence authorization from the Public Security Police Force or notice of submission of the Certificate of Criminal Record from the Commerce and Investment Promotion Institute and so on).

    * Applicants who are holding the Non-resident Worker’s Identification Card issued on or after 14th March 2021 should inquire and print “the Authorization to Stay as Worker” using DSI integrated self-service kiosks before lodging their application.

    (b) Application lodged by the applicant's direct relatives (parents or children aged 18 or above) or spouse:

    Required documents:

    • An applicant without a Macao SAR Resident Identity Card is required to submit a photocopy of his/her valid travel document or the valid document used for entry into Macao, along with documentary proof of the connection between the applicant and Macao.
    • An applicant without a Macao SAR Resident Identity Card has to submit a clear original set of his/her ten fingerprint impressions.
    • Original identification document of the applicant’s representative.
    • Documentary proof of the kinship between the applicant and the applicant’s direct relative if the Identification Services Bureau does not have the relevant information.
    • Documentary proof of why the applicant cannot apply in person, such as a medical record.

    (c) Application lodged by an authorized person:

    Required documents:

    • The original declaration (If there are any cross-outs or amendments in the declaration, the declarant should sign beside the changes as confirmation. The signature should be identical to the signature on the declarant’s identification document). Download the declaration form (Authorization for Certificate of Criminal Record Application));
    • An applicant without a Macao SAR Resident Identity Card is required to submit a photocopy of his/her valid travel document or the valid document used for entry into Macao, along with documentary proof of the connection between the applicant and Macao.
    • An applicant without a Macao SAR Resident Identity Card has to submit a clear original set of his/her ten fingerprint impressions.
    • Original identification document of the authorized person.

    3. Collection Methods and Locations

    (1) The applicant or a delegate collects documents at service counter in person

      Office hours: Monday to Friday (except legal holidays), 9:00am-12:00pm, 2:00pm-6:00pm.

    • If the applicant or the legal representative is unable to come to this Bureau in person to collect the document, please complete the authorization form on the receipt and attach a copy of the applicant's or the legal representative's identification document.

    (2) Collect at the Government Smart Locker - "Smart Collect"
    Identification-related certificates can be collected through the Smart Locker - "Smart Collect". If the applicant chooses to collect his/her documents at the "Smart Collect" at the Government 24-hour Self-service Centre, he/she should collect the documents within 3 days upon the receipt of the collection notice from the "Macao One Account", otherwise the documents will be sent back to the Identification Services Bureau's Collection Counter on 1/F of China Plaza for collection during office hours.

    (3) Applicants who fulfill the following conditions can lodge the application for the Certificate of Criminal Record through the “Macao One Account” or self-service kiosks and collect their document according to the following time table:

    • Holding a valid Macao SAR Resident Identity Card
    • At least 16 years old;
    • Not a first-time applicant for the Certificate of Criminal Record;
    • Do not need DSI’s certificate transfer service;
    • No further verification is needed for the identity information.

    Remarks:

    1. Applicants who are eligible to collect the certificate on the same day will receive instant notification when going through the formalities.
    2. During the examination process, if a situation arises that makes DSI not able to issue the certificate on the same day, the applicant will be informed by further notice.
    3. Applicants who lodged the application through the “Macao One Account” can check the expected collection date of their certificate by logging into their account.
    4. The electronic Certificate has an equivalent legal effect as the printed Certificate.
    5. If applicants choose to collect documents at the “Smart Collect” at the Government 24-hour Self-service Centre, they have to collect the documents within 3 days upon the receipt of the collection notice from the “Macao One Account”, otherwise the documents will be sent back to the Identification Services Bureau’s Collection Counter on 1/F of China Plaza for collection during office hours. If applicants choose to collect the documents in Hengqin, the documents will take additional 5 working days to be collected. There is a possibility of time lag in document transmission.     4. Fees:

    • An applicant under the following circumstances who lacks financial capability to pay the applicant fee may apply to this bureau for a fee exemption, which is subject to approval:

    Types

    Required documents

    Unemployment

    1) Applicants have to sign the application form for fee exemption;
    2) Applicants have to sign a declaration to declare their unemployment status;
    3) In order to prove the lack of financial capability due to long-term unemployment, applicants have to submit the Employment Registration Receipts issued by the Labour Affairs Bureau (DSAL) in the past 12 months.

    Poverty

    1) Applicants have to sign the application form for fee exemption;
    2) Submit a photocopy of a valid Beneficiary Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

    Disability

    1)  Applicants have to sign the application form for fee exemption;
    2)  Submit a photocopy of a valid Disability Assessment Registration Card issued by the Social Welfare Bureau (IAS). (The original document is required for verification)

    Note: If necessary, this bureau may require applicants to provide additional supporting documents to verify their financial incapability.

    5. Collection Date:

    • Standard Service: 5 working days
    • Express Service: 2 working days

    Remarks:
    1. The above collection date is calculated from the day after the application and all required documents are received by DSI.
    2. If the applicant chooses to collect the documents in Hengqin, the documents will take additional 5 working days to be collected (i.e. estimated collection date plus 5 working days).

    6. Application by Post

    Applicants who are outside Macao can lodge the application by post.

    Application procedures:

    1. Access the “Postal Application Service” system of DSI to obtain an application number and print out an application slip;
    2. Mail “Part 2” of the application slip and the required documents to DSI. (Mailing address: Macau Postal Box No. 1089/ Avenida da Praia No. 804, Edificio China Plaza, 20 andar, Macau);
    3. After receiving the required documents, DSI will update the application progress in the “Postal Application Service” system. Applicants should check their application status in the system from time to time.
    4. When the application status changes to “Please pay for the application”, applicants can pay the fee to complete their application.

    Required documents:

    1. A duly completed application form or an application letter in which applicants should state clearly their name, parents’ name, date and place of birth, usage of the certificate, contact information and type of application (normal or urgent application). In the letter, the applicant should sign and impress a right index fingerprint next to their signature;
    2. An applicant without a Macao SAR Resident Identity Card has to submit a clear original set of his/her ten fingerprint impressions captured by the local competent authority (e.g. public security police force or law enforcement authority) of the place where the applicant is residing. The fingerprint form should bear the name of the competent authority and its official stamp (the form for fingerprint impression can be downloaded in DSI’s website); Download a blank fingerprint form
    3. An applicant without a Macao SAR Resident Identity Card is required to submit proof of residence in Macao or proof of application for residence in Macao, such as identification documents issued in Macao, proof issued by a school in Macao, a notice of application for residence authorization from the Public Security Police Force, a notice of submission of the Certificate of Criminal Record from the Commerce and Investment Promotion Institute and so on.
    4. A photocopy of the applicant’s Macao SAR Resident Identity Card. An applicant without a Macao SAR Resident Identity Card has to submit an authenticated copy of his/her valid travel document.
    5. An applicant without a Macao SAR Resident Identity Card who needs to state his/her parents’ name on the certificates has to submit a photocopy of the relevant supporting documents, such as birth certificate. Such document is not required if the applicant has submitted to DSI before.

    Fee: Application fee + Postage (This Bureau will inform the applicant of the total amount in the “Postal Application Service” system of DSI)

      Urgent application: MOP150.00.
    2. Postage
      The amount may vary depending on the destinations and weight of the documents.

    Means of payment:

    1. Pay online:
      Pay by credit card in the “Postal Application Service” system.
    2. Pay by an authorized person:
      The applicant can submit an authorization letter delegating a person in Macao to pay the fee in cash or by electronic means at this Bureau.

    Attention:
    - Payment for overseas postal application can only be made by the above-mentioned methods.
    - In case of having made a payment to the Macao Special Administrative Region Government mistakenly due to system failure or other special conditions, the person concerned should contact the Identification Services Bureau (DSI) immediately. DSI will return the relevant amount to the person concerned.
    - If the applicant wants to cancel the application and have the refund of the application fee after completing the transaction online, he/she has to make a written request to DSI for the refund.

    Date of Collection:
    Normal application: 5 working days.
    Urgent application: 2 working days.
    (The collection date is calculated from the day after the application and all required documents are received by DSI. Delivery time is not included.)

    7. Validity

    The Criminal Record Certificate is valid for 90 days from the date of issuance.

    Certificate of Special Record for Minors

    1. The content of Certificate of Special Record for Minors:

    • Record of educational measures imposed on the minor who is at least 12 years old and under 16 years old. The above record will be cancelled after the applicant reaches 21 years old.

    2. Eligibility

    • A Macao SAR resident or an individual who has formerly resided in the Macao SAR.
    • At least 12 years and under 21 years old.
    • If the applicant is under 16 years old, the application must be lodged by his/her legal representative.
    • If the applicant is 16 years old or above, the application can be lodged by the applicant, or by his/her parents, spouse or an authorized person.

    3. Application Procedures and Documents:
    (1) If the applicant is under 16 years old, the application must be lodged by his/her legal representative (parents or guardian):

    • An applicant without a Macao SAR Resident Identity Card is required to submit a photocopy of his/her valid travel document or the valid document used for entry into Macao, along with documentary proof of the connection between the applicant and Macao, such as Residence Permit, proof of schooling or proof of application for residence in Macao (e.g. a notice of application for residence authorization from the Public Security Police Force or a notice of submission of the Certificate of Criminal Record from the Commerce and Investment Promotion Institute and so on);
    • An applicant without a Macao SAR Resident Identity Card has to provide a clear original set of his/her ten fingerprint impressions;

    (2) If the applicant is 16 years old or above:

    a) Application lodged by the applicant

    b) Applications lodged by the applicant’s parent or spouse

    • An applicant without a Macao SAR Resident Identity Card has to submit a clear original set of his/her ten fingerprint impressions.

    Certificate of Residence

    • Applicable to Macao SAR Resident Identity Card (BIR) holders
    • It is required to submit a photocopy of the applicant’s Macao SAR Resident Identity Card and a completed application form. If the applicant is under 18 years old, a parent must sign on the application form.

    Fees:

    • MOP$30.00

    Collection Date:

    • 3 working days after the application and all required documents are received by DSI.

    Remarks:

    • Purpose of application must be clearly stated.
    • The application can be lodged by an authorized person by presenting the original and a photocopy of the applicant's identity card if the applicant cannot apply in person.
    • The applicant should sign the application form using the signature on his/her Macau SAR Resident Identity Card.
    • Identification-related certificates can be collected through the Smart Locker - "Smart Collect". If the applicant chooses to collect his/her documents at the “Smart Collect” at the Government 24-hour Self-service Centre, he/she should collect the documents within 3 days upon the receipt of the collection notice from the “Macao One Account”, otherwise the documents will be sent back to the Identification Services Bureau’s Collection Counter on 1/F of China Plaza for collection during office hours. For details about the Government Smart Locker – "Smart Collect", please refer to the website of the Government 24-hour Self-service Centre. In addition, if the applicant chooses to collect the documents in Hengqin, it will take 5 more working days in addition to the expected collection date.     Certificate of Personal Data

    1. Application Methods and Required Documents:

  • Self-service kiosks
    Applicants who lodge application with self-service kiosks need to present their Electronic Identity or their Macao SAR Resident Identity Card (BIR).

    This service is applicable to persons who fulfill all of the following criteria:
    - Holders of the Macao SAR Permanent Resident Identity Card or the Macao SAR Non-Permanent Resident Identity Card

    Notes:
    Certificates for minors must be lodged with the presence of a parent or a legal guardian who holds a valid resident identity card.
    Circumstances under which self-service application for the Certificate of Personal Data is not applicable, applicants should obtain a number tag and go through the formalities at DSI service counters.
    (1) Resident identity card has expired (except during renewal process)
    (2) Applicants who are in the process of renewing their resident identity cards
    (3) Change of Personal Data (e.g. information on card, marital status, parents' names, etc.)
    (4) Interdicted person;
    (5) Not applicable to individuals who apply for the Certificate of Having No Children in Macao, the Certificate of Documents Authentication or individuals who need to prove that they had held or submitted other identification documents.

    a. Application lodged by the applicant:

      Required documents:

    • Original Macao SAR Resident Identity Card (BIR);
    • If holders of an electronic Macao SAR Resident Identity Card apply for the Certificate of Personal Data, DSI will print the holder’s facial image on the certificate and the applicant does not need to submit a photo (download certificate sample). Non-electronic Macao SAR Resident Identity Card holders can submit a 1.5” colour photo if needed. DSI will affix the photo to the certificate upon request.
    • If an applicant is under 18 years old, the application must be lodged by a parent or guardian at service counter.

    b. Application lodged by an authorized person:

      Required documents:

    • The applicant's original Macao SAR Resident Identity Card;
    • If holders of an electronic Macao SAR Resident Identity Card apply for the Certificate of Personal Data, DSI will print the holder’s facial image on the certificate without requiring the applicant to submit a photo (download certificate sample). Non-electronic Macao SAR Resident Identity Card holders need it, they can submit a 1.5” colour photo for DSI to affix the photo to the certificate upon their request.

    (2) Collect at the Government Smart Locker - "Smart Collect"
    Identification-related certificates can be collected through the Smart Locker - "Smart Collect". If the applicant chooses to collect his/her documents at the "Smart Collect" at the Government 24-hour Self-service Centre, he/she should collect the documents within 3 days upon the receipt of the collection notice from the "Macao One Account", otherwise the documents will be sent back to the Identification Services Bureau's Collection Counter on 1/F of China Plaza for collection during office hours. If the applicant chooses to collect the documents in Hengqin, the documents will take additional 5 working days to be collected. There is a possibility of time lag in document transmission.   • Certificate of Kinship

    1. Application Methods and Documents:

  • Self-service kiosks
    Applicants who lodge application with self-service kiosks need to present their Electronic Identity or their Macao SAR Resident Identity Card (BIR).

    This service is applicable to persons who fulfill all of the following criteria:
    - Holders of the Macao SAR Permanent Resident Identity Card or the Macao SAR Non-Permanent Resident Identity Card
    - At least 18 years old

    Required Documents:
    The applicant has to provide both the Macao Resident Identity Card number and the valid Macao Resident Identity Card or Electronic Identity of the person(s) concerned (including parents, children, spouse, grandparents, grandchildren or siblings).

    Remarks:
    - A maximum of 8 persons concerned can be provided in one application.
    - Eligible applicants can collect the certificate at the designated place on the same day.

    Circumstances under which self-service application for Certificate of Kinship is not applicable, applicants should obtain a number tag and go through the formalities at DSI service counters.﹕
    (1) Resident identity card has expired (except during renewal process)
    (2) Applicants who are in the process of renewing their resident identity cards
    (3) Change of Personal Data (e.g. information on card, marital status, parents' names, etc.)
    (4) Interdicted person.

    • Applicable to Macao SAR Resident Identity Card (BIR) holders
    • It is required to submit a photocopy of the applicant's Macao SAR Resident Identity Card, and proof that the Public Security Authority in Mainland China requires the certificate issued by the Identification Services Bureau.

    Fees:

    MOP15.00 for the first page, and MOP5.00 for each additional page.

    Date of Collection:

     5 working days
    (The above collection date is calculated from the day after the application and all required documents are received by DSI.)

    Remarks:

    • Application can be lodged by an authorized person by presenting the original and a photocopy of the applicant's identity card if the applicant cannot apply in person.
    • The applicant should sign the application form using the signature on his/her Macau SAR Resident Identity Card. (Forms Download – Application for Certificate)
    • For the applicant who is holding an electronic Macao SAR Resident Identity Card, DSI will print the facial image of the applicant on the Certificate of Having No Children in Macao without requiring the applicant to submit a photograph (Download – Sample of the Certificate).
